City of Austin Housing and Planning Committee met June 13.

Call to Order
Chair Harper-Madison called the committee meeting to order at 2:02 p.m.
Public Communication: General
There were four speakers.
Approval of Minutes
1. Approve the minutes of the May 23, 2023, Housing and Planning Committee meeting.
The minutes of the May 23, 2023, Housing and Planning Committee meeting were approved on Council Member Ryan Alter’s motion, and Council Member Zo Qadri’s second, on a 4-0 vote (Council Member Paige Ellis was off the dais).
Discussion and Possible Action
2. Recommend a representative to be appointed to the Community Development Commission.
Council Member Ryan Alter made a motion to appoint Estevan Delgado to the Community Development Commission, Council Member Velasquez seconded the motion. The motion passed on a 4-0 vote.
3. Discuss Council priorities for previously initiated code amendments, resources that are needed to accomplish the code amendments, and whether Council efforts to prioritize code amendments should be ongoing/recurring.
Stevie Greathouse, Division Manager (Planning Department) referenced a presentation that was given as a briefing to the full Council work session on June 6, 2023, and discussed the amendments that Council recently took action on.
4. Discussion and possible recommendation to Council related to initiating code amendments that allow the City Manager to propose additional code amendments when responding to Council initiated and housing-related code amendments.
Council Member Ryan Alter made the following motion, second by Council Member Velásquez: Present the resolution (linked here) with committee’s recommendation for support at the July 20th Council meeting. The motion passed on a 4-0 vote.
A Committee Report was submitted to the Agenda Office for the July 20, 2023, Council meeting.
5. Discuss and set remaining meeting dates for 2023.
The committee made a motion to set a meeting on September 6, 2023, at 2:00 p.m. at City Hall in Chambers. Council Member Ryan Alter made a motion, second by Council Member José Velásquez, on a 4-0 vote.

6. Briefing on City-wide compatibility reform.
Rachel Tepper, Principal Planner (Housing Department) provided a presentation. Interim City Manager, Jesús Garza, joined the meeting and shared some comments related to the item.
