The Board of Directors of the Austin Housing Finance Corporation (AHFC Board) was convened on Thursday, August 31, 2023, in the Council Chambers of City Hall, 301 West 2nd Street, Austin, Texas, and via videoconference. The following items were considered by the AHFC Board.

President Watson called the meeting to order at 10:56 a.m. Director Vela appeared via videoconference.

CONSENT AGENDA

The following items were acted on by one motion.

AHFC1. Approve the meeting minutes of the July 20, 2023, Board of Directors meeting of the Austin Housing Finance Corporation.

The motion to approve the minutes of the July 20, 2023, Board of Directors meeting of the Austin Housing Finance Corporation was approved on consent on Director Fuentes’ motion, Director Harper-Madison’s second without objection.

AHFC2. Authorize negotiation and execution of a one-year service agreement with the City of Austin to manage and operate various housing programs on the City’s behalf during Fiscal Year 2023-2024 in an amount not to exceed $112,734,415.

The motion to authorize negotiation and execution of a one-year service agreement with the City of Austin was approved on consent on Director Fuentes’ motion, Director Harper Madison’s second on a 10-1 vote. Director Kelly voted nay.

AHFC3. Authorize negotiation and execution of a new or amended loan agreement and related documents with Austin Habitat for Humanity, Inc., or an affiliated entity, in an amount of $752,353, for a total amount not to exceed $11,149,457, for the development of ownership housing known as Persimmon Point located at or near 7051 Meadow Lake Boulevard, Austin, Texas 78744. District(s) Affected: District 2.

The motion to authorize negotiation and execution of a new or amended loan agreement and related documents with Austin Habitat for Humanity, Inc., or an affiliated entity was approved on consent on Director Fuentes’ motion, Director Harper-Madison’s second on a 10-1 vote. Director Kelly voted nay.

AHFC4. Authorize negotiation and execution of a loan agreement and related documents with The Roz Parkside, LP, or an affiliated entity, in an amount not to exceed $5,500,000 for a multi-family rental development known as The Roz located at or near 3435 Parker Lane, Austin, Texas 78741. District(s) Affected: District 3.

The motion to authorize negotiation and execution of a loan agreement and related documents with The Roz Parkside, LP, or an affiliated entity was approved on consent on Director Fuentes’ motion, Director Harper-Madison’s second on a 10-1 vote. Director Kelly voted nay.

AHFC5. Authorize negotiation and execution of a loan agreement and related documents with Grove Supportive Housing Partnership, LP, or an affiliated entity, in an amount not to exceed $6,795,000 for a multi-family rental development known as The Sasha located at or near 1401 Grove Boulevard, Austin, Texas 78741. District(s) Affected: District 3.
