WORK SESSION MINUTES
The City Council of Austin, Texas convened in a Work Session Meeting on Tuesday, August 29, 2023, at 301 W. 2nd Street, Austin, TX and via videoconference.
Mayor Watson called the Council Meeting to order at 9:00 a.m. Council Member Kelly joined via videoconference.
B. BRIEFINGS
Bl. Briefing on Development Site Plan Process Assessment.
Presentation was made by Paul Kolter, Senior Partner, McKinsey & Company; Drew Erdmann, Partner, McKinsey & Company; Jose Roig, Director, Development Services Department.
B2. Austin Tourism Public Improvement District.
Presentation was made by Katy Zamesnik, Assistant Director, Convention Center; Tricia Tatro, Director, Convention Center.
C. COITNCIL ITEMS OF INTEREST
23. Authorize negotiation and execution of a contract for business consulting services with McKinsey & Company. Inc. Washington D.C., for a term o f six months in an amount not to exceed S2,500,000. [Note: This procurement was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C (Minority Owned and Women Owned Business Enterprise Procurement Program). For the services required for this procurement there were no subcontracting opportunities; therefore, no subcontracting goals were established].
6. Approve the draft service plan and draft petition language for the creation of a proposed Austin Tourism Public Improvement District.
35. Authorize negotiation and execution of a one-year service agreement with the Austin Housing Finance Corporation to manage and operate various housing programs on the City's behalf during Fiscal Year 2023-2024 in an amount not to exceed S112,734,415.
82. Approve a resolution directing the City Manager to prioritize funding allocation for the purpose of staffing future aerial fire trucks within the Austin Fire Department. 86. Approve a resolution initiating amendments to City Code Title 25 (Land Development) to amend the Residential in Commercial (RIC) voluntary incentive program that allows residential uses in commercial zoning districts. Council Sponsors: Council Member Ryan Alter, Mayor Pro Tem Paige Ellis, Council Member Zohaib "Zo" Qadri, Council Member Jose "Chito" Vela, Council Member Jose Velasquez.
78. Approve a resolution directing the City Manager to initiate a comprehensive curb management plan in accordance with the Austin Strategic Mobility Plan. Council Sponsors: Council Member Zohaib "Zo" Qadri, Council Member Vanessa Fuentes, Council Member Ryan Alter, Mayor Pro Tem Paige Ellis.
19. Authorize negotiation and execution of a contract for facility rental and related services with Hyatt Corporation as agent for Austin TRS LLC d/b/a Hyatt Regency Austin, for up to five years for a total contract amount not to exceed $2,062,500. [Note: This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9C (Minority Owned and Women Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established].
88. Approve a resolution initiating amendments to City Code Title 25 (Land Development) to require residential properly owners to provide and maintain refrigerated air equipment. Council Sponsors: Council Member Vanessa Fuentes, Mayor Pro Tem Paige Ellis, Council Member Zohaib "Zo" Qadri, Council Member Jos6 "Chito" Vela, Council Member Jose Velfasquez.
E. EXECUTIVE SESSION
The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.
El. Discuss legal issues related to Texas House Bill 2127 (Private consultation with legal counsel -Section 551.071 of the Texas Government Code).

The minutes were approved on this the 14(h day of September 2023 on consent on (Council Member Qadri'§ motion, Council Member Fuentes' second on an 8-0 vote. Council Members Alison Alter, Harper-Madison, and Pool were absent.
