WORK SESSION MINUTES

The City Council of Austin, Texas convened in a Work Session Meeting on Tuesday, August 1, 2023, at 301 W. 2nd Street, Austin, TX and via Videoconference. 

Mayor Watson called the Council Meeting to order at 10:00 a.m. Council Members Harper Madison and Velasquez attended virtually. 

Council Discussion 

1. Presentation and discussion of the Fiscal Year 2023-2024 Proposed Budget. 

The presentation was made by Kerri Lang, Budget Officer, and Erik Nelson, Chief Financial Officer. 

Enterprise Department Overview 

Staff were asked to provide a timeline of the trail connection at the Longhorn Dam project. 

Direction was given to staff to provide the amount of funding allocated for Permanent Supportive Housing in the CIP for Fiscal Year 2024 and how it compares to the previous year. 

Transportation and Public Works staff were asked to provide a timeline of the Longhorn Dam trail connection project and anticipated completion date. 

Austin Water Utility staff were asked to provide information on the renewing of the Austin program that manages break rates and provide percentages of leaks and systems replaced. 

Austin Energy staff were asked to provide information on the Wildfire and Extreme Weather distribution systems and how much funding will go to Vegetation Management. 

Budget Department staff were asked to provide information on what the city is spending from ARPA funds on homelessness and projections for this year and next fiscal year.

Aviation Department was directed to forward to Mayor and Council the memorandum distributed to Aviation employees regarding wage and benefit percentage increases. 

Watershed Protection Department staff were asked to provide information on the cleanup cost for storm MARA, the status of FEXIA reimbursements, and what projects FEAIA reimbursements will go to. 

Direction was given to staff to present addition information on Permanent Supportive Housing at the August 8,2023 budget work session of the type of Permanent Supportive Housing the city is investing in this year and how it compares to previous years. 

Human Resources Department staff were asked to provide a breakdown of potential cost to provide Lifeguards Holiday Pay. 

Mayor Watson recessed the meeting at 12:48 p.m. 

Mayor Watson reconvened the meeting at 3:00 p.m. 

Fleet Services 

2. Approve an ordinance authorizing acceptance ofS478,144 in grant funds from the Texas Commission on Environmental Quality: amending the Fiscal Year 2022-2023 Fleet Mobility Services Department Operating Budget Special Revenue Fund (Ordinance No. 20220817-004) to appropriate these funds: and amending the Fiscal Year 2022-2023 Fleet Mobility Services Department Capital Budget (Ordinance No. 20220817-004) to transfer in and appropriate $478,144 from the Fleet Mobility Services Department Operating Budget Special Revenue Fund to assist with the purchase of electric and compressed natural gas vehicles. 

Ordinance No. 20230801-002 was approved on Council Member Quadri' s motion, Council Member Pool's second on an 8-0 vote. Council Members R. Alter, Harper Madison, and Velasquez were off the dais. 

3:00 PM -Financial Services 

3. Approve a resolution adopting the maximum proposed property (ad valorem) tax rate that will include an increase for the operations and maintenance of the City for Fiscal Year 2023-2024. 

Resolution No. 20230801-003 was approved on Mayor Pro Tem Ellis' motion, Council Vela's second on an 8-1 vote. Council Member Kelly voted no. Council 1Members Harper-Madison and Velasquez were off the dais. 

3:00 PM -Public Hearings and Possible Actions 

4. Conduct a public hearing on the proposed City of Austin Budget for Fiscal Year 2023-2024 beginning on October 1,2023 and ending on September 30,2024.
