The City Council of Austin, Texas convened in a Work Session Meeting on Wednesday, July 19, 2023, at 301 W. 2nd Street, Austin, TX and via Videoconference.

Mayor Watson called the Council Meeting to order at 9:00 a.m.

Council Discussion

1. Presentation and discussion of the City Manager's Fiscal Year 2023-2024 Proposed Budget.

The presentation was made by Jesus Garza, Interim City Manager, Ed VanEenoo, Chief Financial Officer, Kerri Lang, Budget Officer, Erik Nelson, Chief Financial Manager.

ALL FUNDS OVERVIEW

Direction was given to staff to provide the city's vacancy rate.

GENERAL FINDS OVERVIEW

Direction was given to staff to provide follow up information on Phase I of the African American Cultural District.

A request for staff to present on the allocation of the Joint Fleet and Austin Resource Recovery Center at the Johnny Morris site to the Housing and Planning Committee.

Staff was asked to be prepared to address the 911 call taker challenges at the July 26,2023, meeting.

Provide information of the five positions to support planning efforts. Specifically if any of the FTEs will be allocated to the Equitable Transit Oriented Development.

Staff were asked to confirm that the positions within the Victim Services Division supporting sex crimes, domestic violence, and crisis response, including those funded by soon-to-be expired grants, retain funding with no loss of existing FTEs.

Staff was asked to provide information on unmet needs for the EMS department at the July 26,2023, meeting.

To provide a breakdown of rental assistance cost from the Housing Department.

Direction was given for staff to provide a breakdown of outstanding Items From Council (IFCs) and their status, i.e. IFCs not included in the General Fund, new investments.

Staff was asked to provide an analysis on the City s current rating.

ENTERPRISE HIGHLIGHTS

Direction was given to staff to provide an itemized list of projects for the Capital Rehabilitation Policy.

Watershed Protection staff were directed to provide information at the August 1, 2023 budget meeting how their budget aligns with what the department is planning for their strategic plan.

Direction was given to staff to address the budget for Austin Resource Recovery air conditioning challenges drivers are experiencing.

Mayor Watson adjourned the meeting at 11:27 a.m. without objection.

The minutes were approved on this the 31 day of August 2023 on Council Member Qadri's St motion, Council Member Ryan Alter's second without objection.
