Chair Watson called the committee meeting to order at 2:00 p.m.

Public Communication: General

There was nine speakers for general communication.

Approval of Minutes

Approve the minutes of the Public Safety Committee meeting on April 24, 2023 The minutes of the April 24, 2023, Public Safety Committee meeting were approved on Council Member Kelly’s motion, and Council Member Qadri’s second, on a 4-0 vote.

Discussion

Briefing and discussion on current efforts and plans to address opioid use and opioid overdose.

The Committee received a briefing from EMS (Assistant Chief Wes Hopkins and Commander Blake Hardy)

Briefing and discussion on implementation of preferred model outlined in Kroll's Curriculum Review Process Assessment.

The Committee received a briefing from APD (Chief Joseph Chacon and Dr. Anne Kringen)

Discussion and Possible Action

Briefing and possible action on amending Ordinance No. 20211209-067 in order to revise the compensation package for municipal court judges.

The committee received a briefing from The Austin Municipal Court (Associate Municipal Court Judge Honorable Sherry Statman, Associate Municipal Court Judge Honorable Michael Coffee and Mary Jane Grubb Municipal Court Clerk)

Council Member Vela made the following motion:

A recommendation that the entire city council vote for substitute judges to receive an increase in pay to be equal with, full-time judges and recommend the payment of a stipend equal to 5% of their hourly rate if they're working at the Travis County Central Booking facility.

Council Member Kelly seconded the motion:

The motion passed on a 4-0 vote.

Discussion and possible action on Automatic License Plate Reader policy and discussion of the procurement of Flock Safety Automatic License Plate Readers and services

The Committee was given an update from APD (Assistant Chief Jeff Greenwalt and Lieutenant Sheldon Askew
