The following represents the actions taken by the Austin City Council in the order they occurred during the meeting. While the minutes are not in sequential order, all agenda items were discussed. The City Council of Austin, Texas, convened in a Special Called Meeting at Austin City Hall, 301 W. Second Street, Austin, TX and via videoconference.

Mayor Adler called the Council Meeting to order at 10:10 a.m. Mayor Pro Tem Alter and Council Member Harper-Madison attended virtually. Council Member  Kelly absent.

CONSENT AGENDA

1. Approve an ordinance amending Chapters 5-1, 5-2, 5-3, and 5-4 of the City Code to prohibit discrimination based on reproductive health action in housing, public accommodations, employment. and employment by City contractors, and to make a correction to Part 5 of Ordinance No. 20220609-043.

Ordinance No. 20220721-001 was approved on consent on Council Member  Fuentes's motion, Council Member Vela's second on a 10-0 vote. Council Member Kelly absent.

2. Approve a resolution affirming the City' s commitment to protecting the right 01 individuals to make their own reproductive healthcare decisions, limiting the use of City funds for collecting or maintaining information concerning abortions or other reproductive healthcare actions, and de-prioritizing enforcement of criminal laws concerning abortions and other reproductive healthcare actions. Council Sponsors: Council Member Jose 'Chito' Vela, Council Member Kathie Tovo, Mayor Steve Adler, Council Member Paige Ellis, Council Member Vanessa Fuentes, Council Member Leslie Pool, Mayor Pro Tem Alison Alter, Council Member Ann Kitchen.

Resolution No. 20220721-002 was approved on consent on Council Member  Council Member Vela's motion, Council Member Fuentes's second on a 10-0 vote. Council Member Kelly absent.

3. Approve a resolution directing the City Manager to explore the City' s ability to conduct a public education program on long-term birth control, including vasectomies and to provide Council with an update: and to ensure health insurance for City employees and their spouses cover low-cost birth control, including vasectomies. Resolution No. 20220721-003 was approved on consent on Council Member Pool's motion, Council Member  Ellis' second on a 10-0 vote. Council Member  Kelly absent.

4. Approve a resolution directing the City Manager to evaluate and make recommendations on benefits for City employees to support reasonable access to reproductive health care services that are no longer lawfully available in Texas. Council Sponsors: Mayor Steve Adler, Mayor Pro Tem Alison Alter, Council Member Vanessa Fuentes, Council Member Paige Ellis, Council Member Jose 'Chito' Vela, Council Member Ann Kitchen.

Resolution No. 20220721-004 was approved on consent on Council Member  Vela's motion, Council Member  Ellis's second on a 10-0 vote. Council Member Kelly absent.

Mayor Adler recessed the meeting at 11:35 a.m. without objection.

Mayor Adler reconvened the meeting at 1:03 p.m.

BRIEFINGS

5. Staff briefing on the City's current capacity and future plans for emergency responses to extreme heat and cold, including those instances that are concurrent with State or local grid power outages.

The presentation was made by Rey Arellano, Assistant City Manager, Aoife Longmore, Office of Emergency Management, Sara Henry, Office of Emergency Management, Laura Patifio, Chief Resiliency Officer, Sidney Jackson, Austin Energy, Jerry Galvan, Austin Energy.

Direction was given to staff to provide graphs and charts that include comparisons and figures regarding capacity. To provide information on the moratorium with specific criteria on the heat index; and provide a status update of the Outreach System for Seniors. Direction was given to staff to forward information regarding position requests for the Resiliency Office and what the duties for the positions will be. To provide information on the response strategy as it relates to hydration efforts and for Austin Water Utility to provide an update on how the fountains have fared, what city facilities have outside water fountains and provide data on where the gaps might be.

Mayor Adler adjourned the meeting at 3:01 p.m. without objection.

The minutes were approved on this the 28tb day of July 2022 on Council Member Kitchen's motion, Council Member  Vela's second on a 10-0 vote. Council Member Fuentes was absent.
