The Board of Directors of the Austin Housing Finance Corporation (AHFC) was convened in the Council Chambers of City Hall, 301 W. 2nd Street, Austin, Texas. The following were the AHFC items considered by the Austin Housing Finance Corporation's Board of Directors.

President Adler called the meeting to order at 10:53 a.m.

President Adler recessed the meeting at 11:43 a.m. without objection.

President Adler reconvened the meeting at 4:48 p.m.

CONSENT AGENDA

AHFC1. Approve the meeting minutes of the November 18, 2021 board meeting of the Austin Housing Finance Corporation.

The motion to approve the minutes of the November 18, 2021 board meeting was approved on consent on Director Tovo’s motion, Director Renteria’s second on an 11-0 vote.

AHFC2. Authorize negotiation and execution of an agreement with Foundation Communities and Guadalupe Neighborhood Development Corporation, or another qualified respondent, to develop approximately 7.96 acres for affordable housing purposes located at or near 3811 Tannehill Lane (District 1). District(s) Affected: District 1.

The motion authorizing the negotiation and execution of an agreement with Foundation Communities and Guadalupe Neighborhood Development Corporation, or another qualified respondent, with the following direction, was approved on consent on Director Tovo’s motion, Director Renteria’s second on an 11-0 vote.

President Adler offered the following direction that was accepted without objection. The direction was:

 “As a part of the exclusive negotiation agreement, AHFC staff should seek to:

 Increase the total number of affordable units

 Increase the total number of multi-bedroom units

 Secure at least 10% of units as available for placement by the City of Austin's Continuum of Care (CoC), with an emphasis on multi-bedroom units

 Require standard data reporting for CoC units as requested by the City of Austin's Homeless Strategy Office

 Secure affirmative outreach to the nearby Austin Shelter for Women and Children, and Rathgeber Center for Families for possible placement

 If, during the course of negotiations, it is determined that substantially all of these goals cannot be achieved by the selected vendor, AHFC Staff has the option to return to the City Council with a recommendation for a new vendor selection or proposal for resolicitation.”

AHFC3. Authorize negotiation and execution of an 11-month contract with the Housing Authority of the City of Austin to fund and administer the Tenant-Based Rental Assistance program, which provides housing opportunities through subsidies to families experiencing homelessness, in an amount not to exceed $1,133,205.

The motion authorizing the negotiation and execution of an 11-month contract with the

Housing Authority of the City of Austin was approved on consent on Director Tovo’s motion, Director Renteria’s second on an 11-0 vote.

President Adler adjourned the meeting at 4:58 p.m. without objection.
