City of Austin Audit And Finance Committee met Sept. 22.

Council Member Alter called the meeting to order at 9:36 AM. In attendance were Council Member Pool, Council Member Kelly, and Council Member Tovo. Mayor Adler was absent.

Citizen Communication: Speakers signed up prior to the meeting being called to order will each be allowed three minutes to address their concerns regarding items not posted on the agenda.

Agenda Item #1: Approve the minutes of the Audit and Finance Committee meeting of August 18, 2021.

The minutes of August 18, 2021 AFC meeting were approved on Council Member Pool’s motion, Council Member Kelly’s second, on a 4-0 vote. Mayor Adler was off the dais.

Agenda Item #2: Discussion and possible action regarding the City Technology Purchases Audit. Sponsors: Council Member Alison Alter, and Council Member Leslie Pool

Item 2 was postponed on Council Member Tovo motion, Council Member Kelly’s second without objection.

Agenda Item #3: Discussion and possible action on the Park and Recreation Department Follow-Up Audit.

Anna Morris, Auditor presented on the Parks and Recreation Department Follow-Up Audit. Kimberly McNeeley, Parks and Recreation Director spoke and answered questions from the committee. No action was taken.

Agenda Item #4: Discussion and possible action regarding the proposed bylaw amendments for the Animal Advisory Commission.

Council Member Pool discussed the proposed bylaw amendments for the Animal Advisory Commission, Don Bland, Chief Animal Services Officer, Animal Service Office, spoke. The motion to approve the new standing committee as voted on at the September 13 Animal Advisory Commission meeting and to amend the commission's bylaws in section 8a as follows: The Animal Advisory Commission has the following standing committees. One, the committee to sustain and advance no-kill shall serve in an advisory capacity to the full board on issues related to monitoring, maintenance, and advancement of city council's no-kill animal sheltering policy, was forwarded to the full council on Council Member Pool’s motion, Council Member Alter’s second, on a 4-0 vote. Mayor Adler was off the dais.

Agenda Item #6: Briefing on Investment Policy updates.

Diana Thomas, Deputy Chief Financial Officer, Belinda Weaver, City Treasurer, Debbie Fleming, Deputy City Treasurer, over investment management presented briefings on the Investment Policy updates, and answered questions from the committee. No action was taken.

Agenda Item #7: Briefing on the Strategic Facilities Governance Team on Administrative Office Occupancy Plan progress and next steps.

No action was taken.
