City of Austin City Council met April 30.

The City Council of Austin, Texas convened in a Work Session Meeting on Tuesday, April 30, 2024, at 301 W. 2nd Street, Austin, TX and via videoconference.

Mayor Pro Tem Pool called the Council Meeting to order at 9:01 a.m. Council Member Vanessa Fuentes attended virtually. Mayor Watson absent.

Mayor Pro Tem Pool recessed the meeting to go into Executive Session at 9:03 a.m.

E. EXECUTIVE SESSION

The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.

El. Discuss legal issues related to In re the City of Austin et al., Cause No. D-1-GN-24- 001064, in the 53rd Judicial District of Travis, County, Texas consolidated with Dirty Martin's et al. v. Mayor Kirk Watson et al., Cause No. D-1-GN-23-008105 in the 455th Judicial District of Travis County, Texas (Private consultation with legal counsel - Section 551.071 of the Texas Government Code).

E2. Discuss legal issues related to Michael MacDougall et al., v. City of Austin et al., Cause No. D-1-GN-20-00820, in the 345th District Court. Travis County. Texas (Private consultation with legal counsel -Section 551.071 of the Texas Government Code).

Will be conducted at Thursday's scheduled meeting of May 2,2024.

Executive Session ended and Mayor Watson reconvened the meeting at 11:10 a.m.

B. BRIEFINGS

Bl. South Central Waterfront Combining District and Density Bonus Program. The presentation was made by April Geruso, Division Manager, Planning.

D. COUNCIL DISCUSSION

Dl. Discuss proposed amendments to City Code Title 25 (Land Development). The presentation was made by Andrea Bates, Assistant Director, Planning; Eric Thomas Division Manager, Planning; Laura Keating, Project Manager, Capital Delivery Services; Jonathan I.ee, Planner; Warner Cook, Planner.

Direction was given to staff to provide solutions on current Wildland ITrban Interface (WITI) regulations. To provide recommendations on whether it is achievable to provide mapping of Home Owner Associations that show areas to be affected by the amendments. Staff were asked to review the impacts of the new street tree ordinance and what ix being done to ensure there are adequate and healthy canopies.

A. PRE-SELECTED AGENDA ITERIS

3. Approve an ordinance amending City Code Section 15-6-3 (Administration) relating to the process for adoption of administrative rules related to solid waste services.

49. Approve an ordinance amending City Code Chapter 4-18 (General Permitting Standards) related to density bonus and incentive program requirements for redeveloping existing non-residential space and existing multi-family structures.

69. Discussion and possible action related to placing proposed City Charter amendments on the ballot for a November 2024 special election.

76. Conduct a public hearing in accordance with Texas Parks and Wildlife Code Chapter 26 and consider a resolution authorizing a temporary change in use of dedicated parkland, known as the Upper Bull Creek Greenbelt, 8020 Spicewood Springs Road. to allow the Watershed Protection Department to use 15,246 square feet of parkland for a temporary storage and staging area during construction of the Old Lampasas Dani Modernization project. District(s) Affected: District 6.

5. Approve a resolution adopting the Water Conservation Plan, as required by the Texas Commission on Environmental Quality, and repeating Resolution No. 20190411-002, which adopted the Utility Profile & Water Conservation Plan for Municipal and Wholesale Water Use. Related to Item #6. Council Sponsors: Austin Water.

Mayor Pro Tem Pool adjourned the meeting at 2:29 p.m. without objection.
