Chair Harper-Madison called the committee meeting to order at 1:03 p.m.

Approval of Minutes
1. Approve the minutes of the Housing and Planning Committee meetings held on March 2, 2023 and April 25, 2023.
The minutes of the March 2, 2023, and April 25, 2023, Housing and Planning Committee meetings were approved on Council Member Ryan Alter’s motion, and Council Member Qadri’s second, on a 5-0 vote.
Discussion
2. Discussion and possible recommendations to City Council related to prioritizing and modifying previously initiated amendments and initiating additional amendments to the City’s Land Development Code to achieve existing city policy and goals.
The Committee received a briefing from Brent Lloyd, Development Officer (Development Services Department-Regulatory Policy & Administration Division) and member of the Code Cabinet.
Council Member Ryan Alter made the following motion: the Committee recommends council prioritize previously initiated land development code amendments related to housing and amended the staff recommended prioritization memo to include ‘High’, ‘Medium’, and ‘Low’ priority tiers. A prioritization matrix was developed and will be included in the June 8th agenda backup. Council Member Qadri seconded the motion. The motion passed on a 5-0 vote.
A Committee Report was submitted to the Agenda Office for the June 8, 2023 Council meeting.
3. Discussion and possible recommendations to City Council regarding the Colony Park community development and changes to the existing Planned Unit Development.
The committee received a briefing from Joi Harden, Interim Zoning Officer (Planning Department), Martin Barrera, Redevelopment Project Manager (Economic Development Department), and Jim Adams (Catellus/McCann Adams Studio).
Council Member Qadri made the following motion: Staff is to present their resolution (linked here) with committee’s recommendation for support at the June 8th Council meeting. Council Member Velásquez seconded the motion. The motion passed on a 5-0 vote.
A Committee Report was submitted to the Agenda Office for the June 8, 2023 Council meeting.

4. Briefing from staff related to prioritizing previously initiated amendments to the City’s Land Development Code, and proposals for additional amendments that achieve existing city policy and goals.
