The City Council of Austin, Texas convened in a Work Session Meeting at 301 W. Second Street, Austin, TX and via Videoconference.

Mayor Adler called the Council Meeting to order at 9:14 a.m. Council Member Harper Madison attended virtually.

A. PRE-SELECTED AGENDA ITEMS

1. Approve an ordinance amending Ordinance No. 20220817-011 ordering the November 8, 2022 general and special municipal elections to add Exhibits B, C, D, E, F, G, and H that adopt English and Spanish versions of the ordinance calling the elections and establishing ballot language, adopt election day and early voting polling places, attach executed contracts for election services and executed joint election agreements, and list election day judges, central counting station staff, and early voting ballot board members; waiving section 1-2-4(a) of the Procedures for Austin City Council Meetings, Public Hearings and Appeals to allow Council to take action on a work session item that is also on the Thursday Council agenda: and declaring an emergency.

Ordinance No. 202208179-011 was approved on Council Member Fuentes, motion, Council Member Pool's second on a 10-0 vote. Council Member Ellis was off the dais.

B. BRIEFINGS

Bl. Colony Park Tax Increment Reinvestment Zone.

Presentation was made by Kimberly Olivares, Deputy Chief Financial Officer, Financial Services, Slynovia Holt-Rabb, Director, Economic Development Department.

B3. 911 Communications Retention and Recruitment.

Presentation was made by Chief Joseph Chacon, Austin Police Department

Direction was given to staff to conduct an analysis of the hiring process and compensation incentives for the 911 Communications Center.

Direction was given to staff to discuss with other regional government entities for assistance with the 911 Communications Center.

Direction was given to Staff to explore workforce housing opportunities for recruits during their time enrolled in the police academy.

Direction was given to Staff to provide a response to Council regarding the data of the rate of employment versus the rate of vacancies for the 911 Communication Center.

C. COUNCIL ITEMS OF INTEREST

23. Approve an ordinance amending City Code Chapter 4-14 related to notices of proposed eviction. Strategic Outcome(s): Government that Works for All.

42. Approve a resolution relating to balancing development requirements that reduce development capacity or affordability with options that offset those requirements: and initiating amendments to Titles 25 and 30 of the City Code. Council Sponsors: Mayor Steve Adler, Council Member Natasha Harper-Madison, Council Member Paige Ellis, Council Member Vanessa Fuentes, Council Member Leslie Pool.

45. Conduct a public hearing and consider an ordinance amending City Code Title 25 relating to environmental, drainage, landscape, and site plan requirements. Strategic Outcome(s): Health and Environment, Safety, Economic Opportunity and Affordability.

Mayor Adler recessed the meeting to go into Executive Session at 12:20 p.m. 

E. EXECUTIVE SESSION

The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.

25. Approve an ordinance amending City Code Chapter 4-14 related to tenant organizing and creating an offense and penalty. Strategic Outcome(s): Government that Works for All. Conducted

Mayor Adler reconvened the meeting at 2:04 p.m.

D. COUNCIL DISCUSSION

Dl. Discussion on the Bike Network Buildout and ThinkBike 10th Anniversary. Presentation was made by Richard Mendoza, Director, Public Works Department; Nathan Wilkes, Engineer, Austin Transportation Department; Richard ter Avest, Netherland Delegation.

C. COUNCIL ITEMS OF INTEREST CONTINITED

24. Approve a resolution appointing the nominee recommended by the Nominating Committee for the position of Community Expert Director representing Community Planning or Sustainability to the Austin Transit Partnership Board of Directors to serve through January 2025. Strategic Outcome(s): Mobility.

A motion to postpone will be made at the October 27,2022 Council meeting to November 3,2022.

34. Approve a resolution adopting the 2022 disparity study completed by Colette Holt & Associates regarding the City's Minority-Owned and Women-Owned Business Enterprise Procurement Program. Strategic Outcome(s): Economic Opportunity and Affordability. Government that Works for All.

35. Approve an ordinance amending City Code Chapters 2-91 2-98, 2-90, and 2-9D extending the sunset date of the Minority-Owned and Women-Owned Business Enterprise Procurement Program. Strategic Outcome(s): Economic Opportunity and Affordability.

41. Approve a resolution relating to Council policies and directives to the City Manager for City-owned real estate, including requirements for construction projects, living wage, minority and women-owned business requirements and other Council priorities related to City-owned real estate and City-owned parking facilities; and recommendations for future use of same. Council Sponsors: Council Member Kathie Tovo, Mayor Pro Tem Alison Alter, Council Member Vanessa Fuentes, Council Member Ann Kitchen.

B2. Update from the Austin Animal Shelter.

Presentation was made by Don Bland, Director, Animal Service Department. Mayor Adler adjourned the meeting at 4:34 p.m. without objection.

The minutes were approved on this the 15th day of November 2022 on Council Member Pool' s motion, Council Member  Ellis' second on a 9-0 vote. Mayor Adler and Council Member Kelly were off the dais.
