THE AUSTIN CITY COUNCIL AUDIT AND FINANCE COMMITTEE CONVENED IN A REGULAR MEETING AT 9:30 AM, AUSTIN CITY HALL, 301 W. 2nd STREET, AUSTIN, TEXAS (This meeting also included attendees by video conference from remote locations).

Mayor Pro Tem Alter called the meeting to order at 9:34 AM. In attendance were Council Member Kelly, Council Member Pool, Council Member Tovo. Council Member Fuentes was absent.

Citizen Communication:

No one signed up to speak.

Agenda Item #1: Approve the minutes of the Audit and Finance Committee meeting of May 15, 2022.

The minutes of May 15, 2022, AFC meeting were approved on Council Member Tovo’s motion, Council Kelly’s second, on a 4-0 vote with Council Member Fuentes off the dais.

Agenda Item #2: Status of the recommendations from the November 2021 Disaster Preparedness Audit.

Assistant City Manager Rey Arellano; Director Juan Ortiz, Sara Henry, Linda Pound Adams, and Laura Patino, Homeland Security and Emergency Management Department presented on the status of the recommendations from the November 2021 Disaster Preparedness Audit and answered questions from the committee. No action was taken.

Agenda Item #3: The City Auditor’s Integrity Unit report, which summarizes activities of the Unit related to its’ fraud, waste, and abuse hotline).

Brain Molloy, Office of the City Auditor, presented on the City Auditor’s Integrity Unit report, which summarizes activities of the Unit related to its fraud, waste, and abuse hotline. No action was taken.

Agenda Item #4 Historic Preservation Fund Update including Heritage Preservation Grant Guidelines.

Susana Carbajal and Melissa Alvarado, Economic Development Department, presented on the Historic Preservation Fund Update including Heritage Preservation Grant Guidelines, and Kim McKnight, Parks and Recreation Department answered questions from the committee. No action was taken.

Agenda Item #5: Approve proposed bylaw amendments for Airport Advisory Commission. Sponsors: Mayor Pro Tem Alison Alter, and Council Member Leslie Pool

City Clerk Myrna Rios presented on the proposed bylaw amendments for Airport Advisory Commission and answered questions from the committee. A motion to approve the proposed bylaw amendments for Airport Advisory Commission was approved on Council Member Tovo’s motion, Mayor Pro Tem Alter’s second, on a 3-0 vote with Council Member Pool, and Council Member Fuentes off the dais.
