CALL TO ORDER
The Council Housing and Planning Committee convened in a regular meeting on Tuesday, February 22, 2022, via a hybrid meeting (videoconference and in person).
Chair Renteria called the Committee meeting to order at 3:09 p.m.

Approval of Minutes
1. Approve the minutes of the November 9, 2021 meeting of the Housing and Planning Committee.
The minutes were approved on the 22nd day of February 2022 on Council Member Ellis’s motion, Council Member Kitchen’s second on a 5-0 vote.
Briefings
2. Briefing on the 2018 Affordable Housing Bond Review.
James May, Acting Community Development Officer, Housing and Planning Department, provided a presentation on the 2018 Affordable Housing Bond Review. Jamey, along with Mandy DeMayo, Deputy Director, Housing and
Planning Department (Secretary-Austin Housing Finance Corporation) and Rosie Truelove, Director, Housing and Planning Department (Treasurer-Austin Housing Finance Corporation) answered questions from council members after the presentation.
Briefings
3. Briefing and update on Project Connect.
Cupid Alexander, Assistant Director, Housing and Planning Department, provided a presentation with an update on Project Connect and answered questions from council members. Nefertitti Jackmon, Displacement Prevention Officer, Housing and Planning Department, along with Stevie Greathouse, Division Manager, Housing and Planning Department, also provided context and answered questions from council members.
4. Staff briefing on Austin Housing Finance Corporation (AHFC) initiatives including tax increment reinvestment zones in a homestead preservation district, hotel conversions, potential creation of a public facility corporation, and other AHFC investments related to affordable housing developments.
Mandy DeMayo, Deputy Director, Housing and Planning Department, provided a high-level briefing and update on Austin Housing Finance Corporation (AHFC) initiatives including tax increment reinvestment zones in a homestead preservation district, hotel conversions, potential creation of a public facility corporation, and other AHFC investments related to affordable housing developments.
