The City Council of Austin, Texas convened in a Work Session Meeting at 301 W. Second Street, Austin, TX and via Videoconference.

Mayor Adler called the Council Meeting to order at 9:16 a.m.

D. COUNCIL DISCUSSION

Dl. Council discussion regarding Council meeting procedures.

Direction was given to Staff to begin scheduling Proclamations during the dinner break as soon as possible. Staff to also explore hosting musicians during the lunch break of the Council meeting.

Direction was given to Staff to allow the public to sign up online for virtual testimony and in person public testimony until noon on the Wednesday before a Council meeting. Staff would then open the Speaker Sign-up system that afternoon and leave it open until 9:15 a.m. the day of the Council meeting.

A. PRE-SELECTED AGENDA ITEAIS

35. Approve an ordinance amending City Code Chapter 2-10 (Municipal Court) to establish the City Marshal Office as a division of the Austin Municipal Court: repeating sections 2-6-1 through 2-6- 14 of the City Code related to the former Public Safety and Emergency Management Department to remove obsolete sections of the City Code, renumbering remaining sections accordingly, and renaming Chapter 2-6 (Public Safety and Emergency Management Department). Strategic Outcome(s): Safety.

Direction was given to staff to meet with the Public Safety Committee, Public Safety Commission, and any additional staff to provide feedback on the best approach to secure the court facilities.

D. COUNCIL DISCUSSION

Presentation was given by Juan Ortiz, Director, Office of Emergency Management; Jacqueline Sargent, General Manager, Austin Energy; Sidney Jackson, Deputy General Manager, Austin Energy; Greg Meszaros, Director, Austin Water.

Mayor Adler recessed the meeting to go into Executive Session at 12:20 a.m.

E. EXECUTIVE SESSION

The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.

El. Discuss legal issues related to open government matters (Private consultation with legal counsel Section 551.071 of the Government Code).

Executive Session ended and the Mayor recessed the meeting at 2:30 p.m.

Presentation was Kimberly Olivares, Deputy Chief Financial Officer, Financial Services. Mayor Adler adjourned the meeting at 4:46 p.m. without objection.

The minutes were approved on this the 2nd day of December 2021 on Council Member Pool's motion, Council Alember Ellis' second on a 11-0 vote.
