Chair Harper-Madison called the committee meeting to order at XX p.m.

Approval of Minutes

1. Approve the minutes of the Housing and Planning Committee meeting on October 1, 2024. The minutes of the October 1, 2024, Housing and Planning Committee meeting were approved on Council Member Ryan Alter’s motion, Council Member Ellis’s second, on a 3-0 vote (Mayor Watson and Council Member Qadri were off the dais).

Discussion

2. Discussion about building designs that support sustainability including green rooftops and solar panels.

Mr. Pliny Fisk, Co-Director from the Center for Maximum Potential Building Systems provided a presentation on the topic. Chris Gannon, American Institute of Architects, joined and spoke on the topic. Tim Harvey, Customer Renewable Solutions Manager (Austin Energy), provided information on Austin Energy’s solar programs. Rachel Stone, Guadalupe Neighborhood Development Corporation, also spoke on the topic as it relates to affordable housing. Zach Baumer, Chief Sustainability Officer (Sustainability Department) also joined the discussion.

Discussion and Possible Action

3. Discussion and possible action on the status and timeline of amendments to the Land Development Code.

Stevie Greathouse, Division Manager (Planning Department), provided a presentation on the timeline of amendments to the Land Development Code.

4. Discussion and possible action on the Northeast Planning District Update.

Shanisha Johnson, Planner Principal (Planning Department), and Christy Moffett, Director for Economic Development and Strategic Investments (Travis County-Planning and Budget Office) provided a presentation on the Northeast District Plan Update.

5. Discussion and possible action on the 2025 Housing and Planning Committee meeting dates.

The 2025 Housing and Planning Committee meeting dates were approved on Council Member Ryan Alter’s motion, Council Member Paige Ellis’ second on a 3-0 vote (Council Member Qadri and Mayor Watson were off the dais).

6. Update on the City’s comprehensive density bonus analysis.

Alan Pani, Planner Principal (Planning Department) provided a presentation on comprehensive density bonus analysis.

7. Update on long-range planning efforts by the Planning Department.

Erica Leak, Development Officer (Planning Department) provided a presentation on the Planning Department’s initiatives and plans update.

8. Update on next steps related to the development of strategies to build awareness and minimize barriers to relocating residential structures as requested in Resolution No. 20231102-024.

Brenda de la Garza, Assistant Director (Development Services Department) provided an update on the strategies they’ve developed regarding relocating residential structures.
