Call to Order

Chair Harper-Madison called the committee meeting to order at 2:02 p.m.

Public Communication: General

There were two speakers.

Approval of Minutes

1. Approve the minutes of the Housing and Planning Committee meeting on September 5, 2024.

The minutes of the September 5, 2024, Housing and Planning Committee meeting were approved on Council Member Ryan Alter’s motion, and Council Member Qadri’s second, on a 4-0 vote (Mayor Watson was off the dais).

Discussion

2. Discussion on a proposed ordinance that would modify development regulations applicable to residential re-subdivisions and to multi-family residential site development of five to sixteen units.

Brent Lloyd, Development Officer (Development Services Department), provided a presentation on Infill Plats & Site Plan Lite: Overview of Staff Proposal.

Discussion and Possible Action

3. Discussion and possible action recommending Council reprioritize the timeline for adopting amendments to the Land Development Code.

Stevie Greathouse, Division Manager (Planning Department), provided a presentation on the timeline of amendments to the Land Development Code.

4. Briefing on the City’s application to the United States Department of Housing and Urban Development (HUD) for the Pro-Housing Grant Funding that can be used to further develop, evaluate, and implement housing policy plans, improve housing strategies, remove regulatory barriers, and facilitate affordable housing production and preservation.

Mandy DeMayo, Interim Director, and Rachel Tepper, Planner Principal (Housing Department) provided a presentation on the HUD Pro-Housing Grant Proposal.

5. Discussion and possible action recommending Council consider the Planning Commission’s recommendation on co-operative housing for older persons (seniors).

In September, the committee received policy recommendations for senior cooperative housing. A resolution was drafted that asks staff to explore the policy proposal and bring back any recommendations.

Chair Harper-Madison recommended that the resolution be presented to the full Council for consideration, enabling City staff to further explore the proposal and provide recommendations. Motion was made by Chair Harper-Madison and a second by Council Member Ellis, on a 3-0 vote (Mayor Kirk Watson and Council member Ryan Alter were off the dais during the vote). A motion sheet was submitted to the Agenda Office for this item.

6. Briefing on Council Resolution No. 20230223-043 related to housing opportunities for students at local institutions of higher education.

Mandy DeMayo, Interim Director, and Rachel Tepper, Planner Principal (Housing Department) provided a presentation on recommendations and updates to student housing in Austin.
