City of Austin Housing Finance Corporation Board of Directors met Aug. 29.

The Austin Housing Finance Corporation Board of Directors (Board) was convened on Thursday, August 29, 2024, in the Council Chambers of City Hall, 301 West 2nd Street, Austin, Texas 78701, and via videoconference. The Board considered the following items.

President Watson called the meeting to order at 1:39 p.m. Director Alison Alter appeared via videoconference. Director Harper-Madison was absent.

DISCUSSION ITEM

AHFC1. Conduct a public hearing regarding the issuance of Austin Housing Finance Corporation multi-family housing revenue bonds in an aggregate principal amount of up to $64,819,515 to Austin Leased Housing Associates V, LLLP, or an affiliated entity, to finance the development of Sage at Franklin Park, located at or near 4605 South Pleasant Valley Road, Austin, Texas 78744.

The public hearing was conducted and a motion to close the public hearing was approved on a 10-0 vote. Director Harper-Madison was absent.

CONSENT AGENDA

The following items were acted on by one motion.

AHFC2. Authorize negotiation and execution of a ground lease, and all other documents necessary or desirable, with AHFC Doris Hathaway Non-Profit Corporation for the development, construction, finance, management, and sale of approximately 25 affordable, ownership units as part of a new Community Land Trust development located at or near 2200 Doris Drive, 2202 Doris Drive, 2204 Doris Drive, 2206 Doris Drive, 8414 Hathaway Drive, 8416 Hathaway Drive, and 8418 Hathaway Drive, Austin, Texas 78757, for an amount not to exceed $10,000 per year.

The motion authorizing the negotiation and execution of a ground lease, and all other documents necessary or desirable, with AHFC Doris Hathaway Non-Profit Corporation for the development, construction, finance, management, and sale of approximately 25 affordable, ownership units as part of a new Community Land Trust development located at or near 2200 Doris Drive, 2202 Doris Drive, 2204 Doris Drive, 2206 Doris Drive, 8414 Hathaway Drive, 8416 Hathaway Drive, and 8418 Hathaway Drive, Austin, Texas 78757 was approved on Director Vela’s motion, Director Ryan Alter’s second on a 10-0 vote. Director Harper-Madison was absent.

AHFC3. Approve a resolution authorizing the formation of AHFC Doris Hathaway Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving its certificate of formation and bylaws; appointing its board of directors and president; authorizing a ground lease; and authorizing AHFC Doris Hathaway Non-Profit Corporation to construct, finance, manage, and sell approximately 25 affordable, ownership units as part of a new Community Land Trust development located at or near 2200 Doris Drive, 2202 Doris Drive, 2204 Doris Drive, 2206 Doris Drive, 8414 Hathaway Drive, 8416 Hathaway Drive, and 8418 Hathaway Drive, Austin, Texas 78757.

Resolution No. 20240829-AHFC003 was approved on Director Vela’s motion, Director Ryan Alter’s second on a 10-0 vote. Director Harper-Madison was absent.

AHFC4. Authorize negotiation and execution of a one-year service agreement with the City of Austin to manage and operate various housing programs on the City’s behalf during Fiscal Year 2024-2025 in an amount not to exceed $117,258,895.

The motion authorizing negotiation and execution of a one-year service agreement with the City of Austin was approved on Director Vela’s motion, Director Ryan Alter’s second on a 10-0 vote. Director Harper-Madison was absent.

President Watson adjourned the meeting at 1:46 p.m. without objection.
