Austin seeks HUD funds for affordable housing project

The City of Austin is set to request the release of Project Based Vouchers (PBV) funds from the U.S. Department of Housing and Urban Development (HUD) on or about October 17, 2024. The funds will support the Bailey at Berkman project located at 6405 Berkman Drive, Austin, Texas. This development includes the acquisition of land, demolition of a single-family home, and construction of an affordable multifamily housing complex with 104 units for households earning 30-60% of the Area Median Income. Twenty-six units will be designated as permanent supportive housing for those at risk of homelessness.

The project is expected to cost approximately $29.3 million and will utilize $9,478,560 in PBV funds over a 20-year period through the Housing Authority of the City of Austin. It also includes tax credits from TDHCA. The development will feature a four-story residential building with amenities such as a clubhouse, exercise facility, elevators, and on-site management. Hope through Housing Foundation will provide services like social events, workforce training, personal wellness programs, and financial counseling.

An environmental review by the City has determined that the project will have no significant impact on the human environment; hence, an Environmental Impact Statement under NEPA is not required. The Environmental Review Record (ERR) can be examined at 1000 East 11th Street in Austin or requested via mail or email.

Public comments on the ERR are invited until October 16, 2024. Comments should be directed to the Housing Department’s Environmental Compliance section either by mail or email.

Mandy DeMayo, Interim Director for Austin's Housing Department, has certified compliance with federal environmental regulations to HUD. This certification allows for HUD's approval and subsequent release of program funds.

Objections to this fund release may be submitted to HUD within fifteen days following the submission date or actual receipt date of the request if based on specific grounds such as improper certification execution or procedural omissions according to HUD regulations.
