Chair Harper-Madison called the committee meeting to order at 2:06 p.m.

Approval of Minutes
1. Approve the minutes of the Housing and Planning Committee meeting on May 22, 2024. The minutes of the May 22, 2024, Housing and Planning Committee meeting were approved on Council Member Qadri’s motion, and Council Member Ellis’ second, on a 4-0 vote (Mayor Watson was off the dais).
Discussion
2. Discussion related to an ordinance that would modify development regulations applicable to residential re-subdivisions and to multi-family residential site development of five to sixteen units.
Item is postponed at the request of the Planning Commission.
3. Discussion related to the task force described in Resolution No. 20240530-115 that concerns improving low- and moderate-income homeowners’ access to construct additional residential units.
Mandy DeMayo, Interim Director (Housing Department), provided an update on the resolution.
Discussion and Possible Action
4. Discussion and possible action on the status and timeline of amendments to the Land Development Code.
Stevie Greathouse, Capital Program Consultant (Planning Department), provided a presentation on the timeline of amendments to the Land Development Code.
5. Discussion and possible action on items recommended by the Land Use Commissions (Planning Commission and Zoning and Platting Commission): Co-operative housing for older individuals.
Alice Woods, Planning Commissioner, spoke to the committee about the need for senior cooperative housing and a formal resolution. She was joined by Carol Lilly, Founder of the Boomers Collaborative.
Chair Harper-Madison requested a motion that staff review the formal resolution recommendations from the Planning Commission and provide the Committee with a response at the next Housing and Planning Committee meeting. The motion was made by Council Member Ryan Alter, and a second by Council Member Ellis, on a 4-0 vote (Mayor Kirk Watson was off the dais)
6. Discussion and possible action to recommend City Council initiate an Planned Unit Development (PUD) amendment to the Whisper Valley PUD Project comprised of 2,066 acres, more or less, and generally located east of FM 973 and approximately 782 feet north of the intersection of FM 969 and Taylor Lane in Austin, Texas.
Brendan Kennedy, Program Manager (Housing Department) provided a presentation and answered questions.
Recommendation was made by Chair Harper-Madison for the PUD Amendment to go before the full Council. Motion was made by Council Member Ryan Alter and a second by Council Member Quadri, on a 4-0 vote (Mayor Kirk Watson was off the dais). A motion sheet was submitted to the Agenda Office for this item.
7. Discussion and possible action related to the Northeast Planning District Update. Item postponed at the request of the County/City workgroup.
8. Discussion and possible action related to long-range planning efforts by the Planning Department.
Erica Leak, Development Officer (Planning Department), provided information on long range planning efforts by the Planning Department.
