City of Austin City Council met July 28.

The Board of Directors of the Austin Housing Finance Corporation (AHFC Board) was convened on Thursday, July 18, 2024, in the Council Chambers of City Hall, 301 West 2nd Street, Austin, Texas, and via videoconference. The following items were considered by the AHFC Board.

President Watson called the meeting to order at 11:43 a.m.

CONSENT AGENDA

The following items were acted on by one motion.

AHFC1. Ratify the amended loan agreement and related documents with Austin Habitat for Humanity, Inc., in an amount of $294,000, for a total loan amount not to exceed $931,610, for the development of ownership housing to be known as Montopolis Townhomes, located at or near 6301 Circulo de Amistad, Austin, Texas 78741.

The motion to ratify the amended loan agreement and related documents with Austin Habitat for Humanity, Inc. was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC2. Authorize negotiation and execution of a ground lease, and all other documents necessary or desirable, with AHFC Drowsy Willow Non-Profit Corporation for the development, construction, finance, management, and sale of approximately 42 affordable, ownership units as part of a new Community Land Trust development located at or near 5901 Drowsy Willow Trail, Austin, Texas 78744, for an amount not to exceed $10,000 per year.

The motion authorizing the negotiation and execution of a ground lease, and all other documents necessary or desirable, with AHFC Drowsy Willow Non-Profit Corporation was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC3. Authorize negotiation and execution of an amendment to the agreement with GMC Consultants, LLC dba Laveer Logix for tenant relocation and housing locator services to extend the term of the agreement through September 30, 2026, and increase the agreement amount by $250,000, for a total agreement amount not to exceed $950,000.

The motion authorizing the negotiation and execution of an amendment to the agreement with GMC Consultants, LLC, doing business as Laveer Logix was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC MEETING MINUTES THURSDAY, JULY 18, 2024

AHFC4. Approve a resolution appointing James May as a Director on the Boards of Directors of the 31 nonprofit corporations authorized by the Austin Housing Finance Corporation.

Resolution No. 20240718-AHFC004 was approved on consent on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC5. Approve a resolution authorizing the formation of AHFC Drowsy Willow Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving its certificate of formation and bylaws; appointing its board of directors and president; authorizing a ground lease; and authorizing AHFC Drowsy Willow Non-Profit Corporation to construct, finance, manage, and sell approximately 42 affordable, ownership units as part of a new Community Land Trust located at or near 5901 Drowsy Willow Trail, Austin, Texas 78744.

AHFC6. Authorize negotiation and execution of a Housing Assistance Payment Contract and related documents with the City for 78 Local Housing Vouchers that will pay fair market rent for a permanent supportive housing project to be known as Pecan Gardens, located at 10813 Pecan Park Blvd, Austin, Texas 78750 (formerly known as 10811 Pecan Park Blvd).

The motion authorizing the negotiation and execution of a Housing Assistance Payment Contract and related documents with the City was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC7. Authorize negotiation and execution of an amendment to extend an agreement with Texas RioGrande Legal Aid, Inc. for eviction representation and outreach services to extend the term of the agreement through September 30, 2025, and to increase the agreement amount by $275,000, for a total contract amount not to exceed $495,000.

The motion authorizing the negotiation and execution of an amendment to extend an agreement with Texas RioGrande Legal Aid, Inc. was approved on Director Ryan Alter’s motion, Director Qadri’s second on a 10-0 vote. Council Member Vela recused.

AHFC8. Authorize the negotiation and execution of a contract with the Housing Authority of the City of Austin to fund and administer the Homeless Assistance/Tenant-Based Rental Assistance Program, which provides housing opportunities through subsidies to individuals experiencing homelessness, in a total contract amount not to exceed $1,280,112.

The motion authorizing the negotiation and execution of a contract with the Housing Authority of the City of Austin was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC9. Approve a resolution authorizing the formation of AHFC Cielo at North Domain Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving the forms of its Certificate of Formation and Bylaws; appointing its board of directors and president; authorizing AHFC Cielo at North Domain Non-Profit Corporation to act as general partner, or controlling member of the general partner, of the limited partnership that will own a 64-unit multifamily rental development located at 9008 Galewood Drive, Austin, Texas 78758; and authorizing a ground lease.

AHFC10. Approve a resolution authorizing the formation of AHFC Anderson Village Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance

Corporation; approving the forms of its Certificate of Formation and Bylaws; appointing its board of directors and president; and authorizing AHFC Anderson Village Non-Profit Corporation to acquire, own, manage, maintain, and operate the 24-unit multifamily rental development known as Anderson Village Apartments, located at 3107 East 12th Street, Austin, Texas 78702.

Resolution No. 20240718-AHFC010 was approved on consent on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

AHFC11. Authorize negotiation and execution of all documents and instruments necessary or desirable to convey ownership of the Anderson Village Apartments, a 24-unit multifamily rental development on approximately 0.5 acres located at 3107 East 12th Street, Austin, Texas 78702, from the Austin Housing Finance Corporation to the AHFC Anderson Village Non-Profit Corporation.

The motion authorizing the negotiation and execution of all documents and instruments necessary or desirable to convey ownership of the Anderson Village Apartments, a 24-unit multifamily rental development on approximately 0.5 acres located at 3107 East 12th Street, Austin, Texas 78702, from the Austin Housing Finance Corporation to the AHFC Anderson Village Non-Profit Corporation was approved on Director Ryan Alter’s motion, Director Qadri’s second on an 11-0 vote.

President Watson adjourned the meeting at 11:51 a.m. without objection.
