City of Austin Audit and Finance Committee met July 23.

Call to Order

Council Member Alison Alter called the committee meeting to order at 9:35 a.m.

Public Communication: General

Approval of Minutes

1. Approve the minutes of the Audit and Finance Committee meeting of May 22, 2024. The minutes of the May 22, 2024 Audit and Finance Committee meeting were approved on Council Member Ryan Alter’s motion, and Council Member Fuentes’ second, on a 4-0 vote with Council Member Pool off the dais.

Briefings

2. Homelessness Assistance Follow-up Audit.

The Committee received a briefing from Ashley Diaz, Office of the City Auditor; and David Gray, Homeless Strategy Office.

3. Sensitive Data Audit.

Item 3 Briefing taken up in Executive Session during Item 5.

4. Proposed bylaw amendments for the Resource Management Commission and the Joint Inclusion Committee.

The Committee received a briefing from Stephanie Hall, City Clerk’s Office; Clark Cornwell, City Law Department; and Larry Graham, Texas Gas Service.

A motion to request the City Council approve the bylaw changes for the Joint Inclusion Committee, was approved on Council Member Ryan Alter’s motion and Council Member Kelly’s second, on a 4-0 vote with Council Member Pool off the dais.

Proposed bylaw amendments for the Resource Management Commission item was postponed to the next Audit and Finance Committee meeting.

Executive Session

5. Discuss findings and recommendations for an audit of the City’s handling of sensitive data (Security Audit - Sections 551.076 and 551.089 of the Texas Government Code)

Item was discussed in the Executive Session.

Discussion and Possible Action

6. Discussion and possible action regarding a comprehensive climate implementation program and comprehensive bond package program for a general obligation bond election to occur no later than November 2026, including direction regarding the formation of a Bond Election Advisory Task Force.

The Committee received a briefing from James Snow, Capital Delivery Services; Zach Baumer, Office of Sustainability.
