Chair Harper-Madison called the committee meeting to order at 2:03 p.m.

Approval of Minutes
1. Approve the minutes of the Housing and Planning Committee meeting on January 23, 2024.
The minutes of the January 23, 2024, Housing and Planning Committee meeting were approved on Council Member Ryan Alter’s motion, and Mayor Watson’s second, on a 5- 0 vote.
Discussion and Possible Action
2. Discussion and possible action regarding tools, including land banking, bond financing, tax increment financing (TIF), tax increment reinvestment zones (TIRZ), and community land trusts (CLT), that can increase affordable housing production.
The Committee received a briefing from Kim Olivares (Deputy Chief Financial Officer) Financial Services and Mandy DeMayo (Interim Director) Housing Department.
3. Discussion and possible action regarding programs that provide rental assistance, eviction representation, and tenant stabilization.
The Committee received a briefing from Nefertitti Jackmon (Community Displacement Prevention Officer) Housing Department. Dr. Rosamaria Murillo and Luis Garcia with El Buen spoke after the presentation.
Future Items
4. Identify items to discuss at future meetings.
• Updates on several of the previous initiatives that the City Council kicked off over the last two years as it relates to site plan, missing middle housing, and other development services reforms.
• Explore Agrihood developments (presentation shared by Council Member Harper Madison).
