The City Council of Austin, Texas convened in a Work Session Meeting on Tuesday, January 30, 2024, at 301 W. 2nd Street, Austin, TX and via videoconference.
Mayor Watson called the Council Meeting to order at 9:00 a.m. Council Member Ellis joined via videoconference.
Mayor Watson recessed the Council Meeting at 9:01 a.m.
Mayor Watson reconvened the Council Meeting at 9:32 a.m.
B. BRIEFINGS
B1. Proposed changes related to the Austin Animal Services Office.
Presentation was made Stephanie Hayden Howard, Assistant City Manager; Devin Dessai, Consultant.
Direction was given to staff to add a new category of bites for people under the age of 18; to mandate disclosure of bite history for fostering and adoption; to provide information on how many of the 56 metro area cities use the Dunbar scale.
C. COUNCIL ITEMS OF INTEREST
54. Approve a resolution initiating amendments to City Code Title 25 to created new zoning district for a density bonus program, to amend the East Riverside Corridor Regulating Plan, to modify downtown parking regulations, and to create and apply an Equitable Transit-Oriented Development (ETOD) overlay along properties located near and on
Project Connect Phase 1 Light Rail Transit and the Priority Extensions for Light Rail Transit: and initiating any necessary amendments to the Imagine Austin Comprehensive Plan.
Mayor Watson recessed the meeting to go into Executive Session at 10:41 a.m.
EXECUTIVE SESSION
The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.
E1. Discuss legal issues related to Dirty Martin's et al. v. Mayor Kirk Watson et al., Cause No. D-1-GN-23-008105 in the 455th Judicial District of Travis County, Texas (Private consultation with legal counsel -Section 551.071 of the Texas Government Code). Conducted.
E2. Discuss legal issues related to Acuna et al v. City of Austin et al., Cause No. D-1-GN-19- 008617 in the 201st Judicial District of Travis County. Texas (Private consultation with legal counsel -Section 551.071 of the Texas Government Code) Conducted.
Executive Session ended and Mayor Watson reconvened the meeting at 12:08 p.m.
Mayor Watson adjourned the meeting at 12:08 p.m. without objection.
The minutes were approved on this the 15th day of February 2024 on Council Member Ryan Alter'§ motion, Council Member Harper-Madison'§ second on an 11-0 vote.
