1. Approve the minutes of the January 23, 2024, Housing and Planning Committee meeting.

2. Discussion and possible action regarding tools, including land banking, bond financing, tax increment financing (TIF), tax increment reinvestment zones (TIRZ), and community land trusts (CLT), that can increase affordable housing production.
