City of Austin Housing Finance Corporation Board of Directors will meet Feb. 1.

THE AUSTIN HOUSING FINANCE CORPORATION WILL MEET ON THURSDAY, FEBRUARY 1, 2024 AT 10:30 AM, AUSTIN CITY HALL, 301 W. SECOND STREET, AUSTIN, TX AND SOME BOARD MEMBERS MAY BE PARTICIPATING VIA VIDEOCONFERENCE.

AGENDA

The Board may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda.

Consent

1. Approve a resolution authorizing the execution of an Affordable Housing Program Agreement, Affordable Housing Program documents, and related documents to obtain a $850,000 loan or grant from the Federal Home Loan Bank of Dallas for the development known as Cairn Point at Cameron Apartments located at or near 7205 Cameron Road, Austin, Texas 78752.

2. Authorize negotiation and execution of a promissory note and related documents with Austin Community Foundation, or an affiliated entity, in an amount not to exceed $5,000,000, to fund a pool of capital to facilitate the acquisition of real property and provide construction and permanent financing for affordable housing developments within the City of Austin, Texas.

3. Authorize amendments to existing contracts with the following nonprofit agencies: Interfaith Action of Central Texas; Meals on Wheels and More, Inc.; Easterseals Central Texas, Inc.; and American Youthworks to fund and administer the Architectural Barrier Removal (ABR) Owner and Architectural Barrier Removal Renter Programs, to increase the total contract amount, in an amount not to exceed up to $1,695,000 ($1,510,000 for ABR Owner and $185,000 for ABR Renter ) per 12-month extension, for a total contract amount not to exceed up to $6,780,000.

4. Authorize amendments to existing contracts with the following nonprofit agencies: American Youthworks; Austin Area Urban League; Austin Habitat for Humanity, Inc.; Easterseals Central Texas, Inc.; Interfaith Action of Central Texas; Meals on Wheels and More, Inc.; and Rebuilding Together Austin to fund and administer the General Obligation Bond Funded Home Repair Program, G.O. Repair!, to increase the total contract amount, for an amount not to exceed up to $5,000,000 per 12-month extension, for a total contract amount not to exceed up to $22,000,000.

5. Authorize amendments to existing contracts with the following contractors: ILCOR Homes, Inc.; Valdez Remodeling and Weatherization, Inc.; and Constructinople, LLC to fund the Homeowner Rehabilitation Loan Program, to increase the total contract amount, not to exceed up to $2,000,000 per 12-month extension, for a total contract amount not to exceed up $8,000,000.

6. Authorize amendments for existing contracts with the following nonprofit agencies: Austin Area Urban League; Meals on Wheels and More, Inc.; and Rebuilding Together Austin to fund and administer the Minor Home Repair Program, to increase the total contract amount, in an amount not to exceed up to $1,000,000 per 12-month extension, for a total contract amount not to exceed up to $3,000,000.

7. Authorize amendments to existing contracts with the following nonprofit agencies: American Youthworks; Austin Area Urban League; Austin Habitat for Humanity, Inc.; Easterseals Central Texas, Inc.; Interfaith Action of Central Texas; Meals on Wheels and More, Inc.; and Rebuilding Together Austin to fund and administer the Plumbing Program, to increase the total contract amount, in an amount not to exceed up to $350,000 per 12-month extension, for a total contract amount not to exceed up to $1,400,000.

8. Authorize amendments to existing contracts with the following nonprofit agencies: American Youthworks; Austin Area Urban League; Austin Habitat for Humanity, Inc.; Easterseals Central Texas, Inc.; Interfaith Action of Central Texas; Meals on Wheels and More, Inc.; and Rebuilding Together Austin to fund and administer the Private Wastewater Lateral Program, to increase the total contract amount in an amount not to exceed up to $200,000 for each of the three 12-month contract extensions, for a total contract amount not to exceed up to $800,000.
