Call to Order

Council Member Alison Alter called the committee meeting to order at 9:31 a.m.

Approval of Minutes

1. Approve the minutes of the Audit and Finance Committee meeting of April 26, 2023. 

The minutes of the April 26, 2023 Audit and Finance Committee meeting were approved on Council Member Kelly’s motion, and Council Member Fuentes’ second, on a 4-0 vote with Ryan Alter off the dais.

Discussion and Possible Action

2. Approve proposed bylaw amendments for Parks and Recreation Board.

The Committee received a briefing from Stephanie Hall, Office of the City Clerk. The proposed bylaw amendments for Parks and Recreation Board were approved on Council Member Pool’s motion and Council Member Kelly’s second to send to full Council, with no objection.

3. Language Access Follow-up Audit.

The Committee received a briefing from Elena Purcell, Office of the City Auditor; Jessica King, Communications and Public Information Department; and Juan Ortiz, Homeland Security and Emergency Management.

4. Austin Energy Vegetation Management Audit.

The Committee received a briefing from Kathie Harrison, Office of the City Auditor.

5. Proposed revisions to City Code Chapter 14-3, the City's relocation ordinance. 

The Committee received a briefing from Michael Gates, Financial Services Department.

6. City of Austin Financial Policy Change.

The Committee received a briefing from Erik Nelson, Financial Services Department.

7. Procurement Local and Small Business preference programs.

The Committee received a briefing from James Scarboro, Financial Services Department.

8. Update on the status of recommendations from the October 2019 Wildfire Preparedness.

The Committee received a briefing from Henry Katumwa, Office of the City Auditor; Matt McCaw, Parks and Recreation Department; and Andre DeLaReza, Austin Fire Department.

9. Briefing on efforts to improve the Emergency Medical Services revenue cycle.

The Committee received a briefing from Chief Robert Luckritz, Emergency Medical Services Department.

Future Items

10. Identify items to discuss at future meetings.

Briefings on the Public Information Response Audit, City’s Open Data Portal Audit, transitioning contract employees, cybersecurity follow-up, Austin Bergstrom Landhost Enterprise, and Austin Convention Enterprises may be presented.

Discussion and Possible Action

11. Discussion and action regarding the Audit and Finance Committee meeting dates for 2023.

The August 2023 Audit and Finance Committee meeting was moved to August 23, 2023 at 9:30 a.m. on Council Member Pool’s motion and Council Member Kelly’s second, with no objection.
