Chair Harper-Madison called the committee meeting to order at 2:02 p.m.

Approval of Minutes
1. Approve the minutes of the February 28, 2023, Housing and Planning Committee meeting and the March 2, 2023, special called Housing and Planning Committee meeting
The minutes of the February 28, 2023, Housing and Planning Committee meeting were approved on Council Member Ryan Alter’s motion, and Council Member Ellis’s second, on a 4-0 vote (CM Qadri was off the dais when the vote was taken).
Discussion and Possible Action
2. Set additional meeting dates for the 2023 calendar year.
The committee made a motion to have a special called meeting on May 23, 2023, to discuss previously Council initiated Code amendments related to housing and land use, recommendations for prioritizing amendments that are likely to deliver immediate value and next steps moving forward. Council Member Qadri made a motion, Council Member Ryan Alter second on a 5-0 vote.
3. Discussion on the status of previously Council initiated City Code amendments related to housing and land use, recommendations for prioritizing amendments that are likely to deliver immediate value and next steps moving forward.
The committee will come together on May 23, 2023, at a special called meeting to discuss this item.

4. Briefing on proposed urban rail alignments.
Jennifer Pyne, Executive Vice President-Planning and Risk Management, Austin Transit Partnership, provided a briefing on proposed urban rail alignments. She was joined by colleagues John Rhone, Sr. Vice President-Light Rail Project Integration, Austin Transit Partnership; Courtney Chavez, Sr. Vice President-Equity and Community Partnerships, Austin Transit Partnership; Annick Beaudet, Officer-Mobility/Project Connect office, City of Austin; Sharmila Mukherjee, Executive Vice President-Planning and Development, CapMetro; Stevie Greathouse, Capital Program Consultant, Planning Dept., City of Austin.
