CALL TO ORDER
The Council Housing and Planning Committee convened in a regular meeting on Tuesday, April 12, 2022, via a hybrid meeting (videoconference and in person).
Chair Renteria called the Committee meeting to order at 3:05 p.m.

Two speakers spoke virtually during citizen communication.
Approval of Minutes
1. Approve the minutes of the February 22, 2022 meeting of the Housing and Planning Committee.
The minutes were approved on the 12th day of April 2022 on Council Member Kitchen’s motion, Council Member Vela’s second on a 4-0 vote (Council Member Natasha Harper-Madison was off the dais).

2. Briefing and discussion on upcoming spending priorities for federal housing and community development grants as part of Community Needs Assessment for the Fiscal Year 2022-2023 Action Plan.
Mandy DeMayo, Deputy Director, Housing and Planning Department and Max Horstman, Research Analyst Sr., Housing and Planning Department, provided a presentation on upcoming spending priorities for federal housing and community development grants as part of Community Needs Assessment for the Fiscal Year 2022-2023 Action Plan and answered questions from council members.

3. Briefing and discussion on spending priorities for the HOME-ARP grant related to homelessness and housing stability.
Max Horstman, Research Analyst Sr., Housing and Planning Department, provided a presentation on spending priorities for the HOME-ARP (American Rescue Plan) grant related to homelessness and housing stability. Max, along with Dianna Grey, Homeless Strategy Officer, Austin Public Health, answered questions from council members.
4. Briefing on the Austin Community Land Trust (ACLT), implementation of a preference policy pilot program, and lottery process for home sales.
Chanda Gaither, Program Manager – Real Estate Division, Housing and Planning Department, gave a presentation on the Austin Community Land Trust (ACLT), implementation of a preference policy pilot program, and lottery process for home sales. Chanda, along with Mandy DeMayo, Deputy Director, Housing and Planning Department, answered questions from council members.
5. Briefing on process and status of hotel acquisition and conversion to permanent supportive housing.
James May, Acting Housing and Community Development Officer, Housing and Planning Department, provided a presentation on the hotel conversion process and provided a status update on the three hotels that are currently under conversion. James, along with Diana Grey, Homeless Strategy Officer, Austin Public Health, answered questions from council members.
