The City Council of Austin, Texas convened in a Work Session Meeting via Videoconference.
Mayor Adler called the Council Meeting to order at 10:47 a.m.

Bl. American Rescue Plan Spending Framework.
Presentation for American Rescue Plan Act was given by Veronica Briseno, Economic Development Director, and Kerri Lang, Interim Budget Officer
Direction was given to include Williamson County as part of the regional partners in the discussions.
The Mayor recessed the meeting at 12:12 p.m.
The Mayor reconvened the meeting at 1:22 p.m.
B2. Update on the Aspen Heights Negotiation (HealthSouth).

B3. Staff response to Resolution No. 202 10506-070 relating to individuals experiencing homelessness. Presentation on Sanctioned Encampment Strategy Land Options was given by Stephanie Hayden-Howard, Assistant City Manager, Dianna Grey, Homeless Strategy Officer, Kimberly McNeely, Director, Parks and Recreation Department, Chief Joel Baker and Assistant Chief Ron Vires, Austin Police Department.
Direction was given to staff to provide a detailed breakdown of each parcel of proposed locations; and to include Williamson County in any discussion about utilization of land.
D. COUNCIL DISCUSSION
29. Approve a resolution directing the City Manager to participate in the Capital Metro Equitable Transit Oriented Development Study and community engagement efforts: to develop an Equitable Transit Oriented Development Policy Plan to achieve specified goals, including, but not limited to identifying methods to address community displacement, exploring opportunities to fund affordable housing, creating diverse housing options near transit, and encouraging multimodal transportation; and identify potential funding for the policy plan development. Council Sponsors: Mayor Pro Tem Natasha Harper-Madison, Council Member Gregorio Casar, Mayor Steve Adler, Council Member Vanessa Fuentes, Council Member Paige Ellis.
60. Approve a resolution directing the City Manager to explore funding in an amount not to exceed S25 million from the American Rescue Plan, General Revenue, and other city, state, and federal funding sources, to stabilize the Austin cultural arts and music communities as they combat the economic effects of the COVID-19 pandemic and Winter Storm Uri. 18. Authorize negotiation and execution of an agreement with Austin Travis County Mental & Health Mental Retardation Center (db/a Integral Care) to provide permanent supportive housing to disabled individuals who have experienced chronic homelessness, in an amount not to exceed Sl,558,200 for the term July 1 2021 to September 30,2022, with three 12-month extension options each in an amount not to exceed $1,199,220, for a total agreement amount not to exceed $5,155,860. District(s) Affected: District 6. Strategic Outcome(s): Economic Opportunity and Affordability
59. Authorize negotiation and execution of an agreement with Austin/Travis County Mental Health and Mental Retardation, d/b/a Integral Care, to provide substance misuse services to low-income individuals in Austin, in an amount not to exceed S229,924 for the 10-month term ending on March 31, 2022 and for each three 12-month extension options. for a total agreement amount not to exceed S919,696. Strategic Outcome(s): Health and Environment.
13. Approve the preferred redevelopment scenario for design and construction of the Dougherty Arts Center's replacement at Butler Shores Park. Strategic Outcome(s): Health & Environment; Culture & Lifelong Learning; Mobility.
62. Approve a resolution directing the City Manager to explore the creation of a Cultural and Climate Innovation District for the South Shore/Barton Springs Area including Butler Shores and surrounding South Austin cultural assets, recognize Butter Shores as a City Cultural Park, conduct necessary analyses and inventories of the area, and report to Council regarding next steps and a timeline. Council Sponsors: Council Member Ann Kitchen, Council Member Leslie Pool, Council Member Vanessa Fuentes, Council Member Kathie Tovo, Council Member Paige Ellis.
E. EXECUTIVE SESSION
