Issues in special education persist despite significant systemic improvements, as revealed in an audit conducted by Stetson & Associates for the Austin Independent School District (AISD). The audit highlighted the progress made in enhancing special education services for students, while also pointing out areas for further improvement in climate, culture, staff efficacy, data management, and shared responsibility for all students with disabilities.

The audit was a result of the Texas Education Agency (TEA) Order aimed at addressing necessary enhancements in special education compliance, monitoring, and services. Various challenges, such as leadership turnover, staffing shortages, and disjointed data management, have contributed to the existing issues in the special education system.

A survey conducted in January 2024 among parents of students receiving special education services in AISD revealed inconsistencies in how parental involvement in their child’s education is supported by school staff. Dru McGovern-Robinett, Assistant Superintendent of Special Education Programs, acknowledged the findings, stating, “The results reinforce the steps we’re taking to address systemic challenges as we work to improve special education services for over 12,000 students in Austin ISD.”

Since September of the previous year, more than 7,000 staff members in AISD, including both general and special education teachers, administrators, evaluators, and district personnel, have undergone professional development to enhance instructional services for all students, comply with special education requirements, and promote family engagement.

Looking ahead, AISD is in the process of developing a Special Education Strategic Plan by the end of April. This plan will focus on implementing strategies to enhance larger systems and structures within the district to ensure compliant and quality services for students with disabilities.

Furthermore, the district is committed to fulfilling the TEA Order requirements. Out of the 99 tasks outlined in the order, AISD has already completed 40 tasks on time, demonstrating progress towards meeting the mandated improvements in special education services.

The audit results and ongoing initiatives underscore the district’s dedication to addressing the persistent challenges in special education and striving for continued enhancements to support the diverse needs of students with disabilities.
