PACT says billboard lawyers fuel legal abuse, drive up consumer costs

Protecting American Consumers Together (PACT) has raised concerns over aggressive legal advertising by billboard lawyers in Texas, which it claims contributes to frivolous lawsuits, harms consumers, and increases costs. This assertion was made in a statement posted on the social media platform X.

According to PACT, there have been instances where billboard attorneys in Texas have engaged in legal disputes among themselves over the use of trademarked names in Google keyword advertisements. One notable case involved Thomas J. Henry suing Angel L. Reyes for allegedly using Henry’s registered name in ad keywords, a move Henry described as deceptive. PACT reported that in 2024 alone, billboard attorneys spent at least $166.6 million on legal advertising, highlighting the significant financial resources dedicated to client acquisition rather than focusing on case quality.

During a Texas Senate hearing on lawsuit reform (SB 30), witnesses testified about the practices of billboard attorneys who reportedly direct clients to preferred medical providers with billing practices that inflate case values. The practice was documented by LSEATX and described as an “unfair tax” imposed on Texans when these lawyers channel clients through a network of providers to increase recovery at high costs. Witnesses also questioned the appropriateness of attorneys exerting control over clients’ medical treatment—a behavior admitted by a personal injury attorney as being “common.”

PACT has recently initiated a statewide television and radio advertising campaign in Texas aimed at raising public awareness and garnering support for legal reforms intended to curb lawsuit abuse. According to Texans for Lawsuit Reform, these ads—titled “Strong”—emphasize that abusive litigation methods negatively impact all Texans by increasing consumer costs and undermining trust in the legal system. The campaign coincided with testimony supporting SB 30, aligning PACT’s messaging with ongoing reform discussions.

Protecting American Consumers Together is a national advocacy and consumer protection organization classified under section 501(c)(4). It focuses on exposing predatory practices within the legal system, particularly those linked to aggressive personal injury advertising by “billboard attorneys.” In early 2025, PACT launched a nationwide campaign committing over $10 million to educate the public and advocate for reforms aimed at curbing legal abuse and limiting inflated costs.
