For the third year in a row, Manor Independent School District has received a Superior Rating from the Texas Education Agency’s Financial Integrity Rating System of Texas (FIRST) for the 2024–2025 school year. The rating is based on audited financial statements from 2023-2024.

The FIRST system was established by the TEA to assess how well Texas public schools manage their finances. The evaluation covers areas such as budget planning, financial stability, and accuracy in reporting. The Superior Rating is the highest available under this system and indicates that Manor ISD continues to meet or exceed state requirements for financial management.

“This recognition affirms our team’s deep commitment to fiscal responsibility and strategic stewardship of public funds,” said Chief Financial Officer Moises Santiago. “We take seriously the trust placed in us by our community and remain focused on ensuring that every dollar supports the success and well-being of our students.”

The FIRST assessment uses 21 key indicators to judge financial health, including administrative cost ratios, timely reporting, and whether districts can meet their obligations. Manor ISD’s repeated high marks show that it maintains a solid financial base to support student achievement, new programs, and long-term goals.
