Groundbreaking of Seabrook Square II marks progress in Austin’s affordable housing effort

The City of Austin Housing Department has announced the groundbreaking of Seabrook Square II, a multi-family permanent supportive housing (PSH) development located in District 1 at 2210 Pershing Drive. The project is a partnership between the Austin Housing Finance Corporation (AHFC), Integral Care, Capital A Housing, and the NHP Foundation.

Seabrook Square comprises two phases of development. The first phase, Seabrook Square I apartments, consists of 204 affordable units while the second phase, Seabrook Square II, includes 60 Continuum of Care units. Both phases have a long-term ground lease with AHFC, ensuring that the land will remain publicly owned.

Mandy DeMayo, Interim Director of the Housing Department expressed her delight over this development. “We are delighted to help build an amenity- and services-rich, and conscious community,” she said. “The Seabrook Square II groundbreaking shows progress in a collective effort to increase affordable housing for vulnerable individuals. We are grateful to all the partners and local leaders who helped make Seabrook II happen.”

Located in the J.J. Seabrook Neighborhood, this development aims to provide maximum affordability for residents and local businesses. David Gray, City of Austin Homeless Strategy Officer shared his perspective on this initiative: “Seabrook Square II is more than just another housing development – it is a grand testament that our collective holistic unwavering commitment to making homeless rare brief and non-recurring provides a safe haven and creates a nurturing community for those who have too long been marginalized.”

Financing for Seabrook Square II was approved by the Austin Housing Finance Corporation board in February 2024. It includes $1,697,099 million from 2022 General Obligation (GO) Bonds, $10,684,557 million from Travis County, $5,181,161 million from the Downtown Density Bonus Program, and $1,000,000 million in HOME ARPA funding. The City of Austin has also allocated 60 project-based Local Housing Vouchers for the property, dedicating all 60 units to the Austin/Travis County Homelessness Response System.

Jeff Richardson, CEO of Integral Care commented on the importance of housing. “At Integral Care, we know that housing is more than four walls,” he said. “It is the foundation for recovery from mental illness, substance abuse, and other chronic health conditions. Seabrook Square II is a major milestone in Austin’s affordable housing effort and exemplifies the power of collaboration in addressing housing needs.”

The new construction property will be developed by Capital A Housing and owned and operated by Integral Care. It will have a 40-year affordability period and a ground lease with AHFC. Construction completion is anticipated for January 2026, with an anticipated move-in for March 2026. All 60 fully furnished efficiency units will be available for rent to households earning at or below 30% MFI.

Conor Kenny, a principal at Capital A Housing highlighted the collaborative efforts behind this project. “This project is a historic effort between the City of Austin and Travis County to build over a thousand new units of permanent supportive housing to respond to our homelessness crisis,” he said. “This really shows that when we all work together, we can address our community’s most pressing issues.”

Seabrook Square II will be a five-story wood-framed building designed with dignity and safety in mind for persons who have experienced long-term trauma, violence, and homelessness. The building will feature ample common area spaces including a private courtyard, community room, laundry facility, computer lab, food pantry as well as internal and external security cameras.
