City of Austin seeks proposals for HIV epidemic response across five-county region

The City of Austin has issued a Request for Proposals (RFP) aimed at reducing HIV incidence and prevalence in the Austin Transitional Grant Area, which includes Travis, Williamson, Bastrop, Caldwell, and Hays counties. The initiative seeks qualified nonprofit organizations or quasi-governmental entities to provide services that support care delivery along the HIV continuum. The focus is on improving linkage to care, retention in care, and achieving viral suppression among people living with HIV.

Proposals must be submitted through the PartnerGrants database. Paper copies will not be accepted. Organizations interested in applying need to confirm their vendor registration status with the City of Austin by visiting Austin Finance Online. Those not yet registered can do so through the same portal or by contacting VendorReg@austintexas.gov.

To participate, offerors must also register as users in the PartnerGrants system and complete an Annual Agency Threshold Application. This application remains valid for 12 months and applies to all competitions closing within that period. After threshold approval, offerors should submit a separate Intent to Apply form for each proposal by the specified due date.

The RFP was issued on September 4, 2025. The deadline for submitting an intent to apply is September 25, 2025, at 3 PM CST. Final proposals are due by October 9, 2025, at 3 PM CST. Questions regarding the RFP should be submitted in writing to Helen Howell, Social Services Funding Specialist Senior, at APHCompetitions@austintexas.gov or through PartnerGrants by October 2, 2025.

Optional pre-bid meetings will be held on September 11 and office hours on September 16; both require registration via EventBrite.

The anticipated start date for contracts awarded under this solicitation is March 1, 2026.
