The City of Austin plans to request the release of $500,000 in HOME American Rescue Plan funds from the U.S. Department of Housing and Urban Development (HUD) on or about November 4, 2025. The funds are intended for a project known as “709 Delmar,” located at 709 Delmar Ave, Austin, Texas. This initiative aims to acquire land for future development that may include non-congregate shelter units for individuals and families experiencing homelessness.
The proposed development could involve demolishing existing structures and constructing new buildings with amenities such as a cafeteria, communal lounges, computer labs, laundry facilities, and space for supportive services. Additional features might include behavioral health consultation rooms and outdoor spaces like a dog park.
According to the City of Austin, the project will not significantly impact the human environment, negating the need for an Environmental Impact Statement under NEPA. The Environmental Review Record is available at the city’s Housing Department by appointment.
Public comments on the Environmental Review Record are open until November 3, 2025. Comments should be directed to the City of Austin Housing Department.
Deletta Dean, Director of the Housing Department, has certified compliance with environmental review responsibilities. HUD’s approval will allow fund usage once certification responsibilities are met.
Objections to fund release can be submitted within fifteen days following submission or receipt of the request if based on specific criteria outlined by HUD regulations. Objections must follow procedures detailed in 24 CFR Part 58 and be sent to HUD’s San Antonio Field Office via email.
