The Board of Directors of the Austin Housing Finance Corporation (AHFC) was convened in the Council Chambers of City Hall, 301 W. Second Street, Austin, TX and via Videoconference. The following were the AHFC items considered by the Austin Housing Finance Corporation’s Board of Directors.

President Adler called the meeting to order at 11:37 a.m.

CONSENT AGENDA

AHFC1. Approve the meeting minutes of the September 15, 2022, board meeting of the Austin Housing Finance Corporation.

A motion approving the meeting minutes of the September 15, 2022 board meeting of the Austin Housing Finance Corporation was approved on consent on Director Pool’s motion, Director Fuentes’ second on a 10-1 vote. Director Kelly voted nay.

AHFC2. Approve a resolution authorizing amendments to the Certification of Formation and By-Laws of AHFC Libertad Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation, to increase the number of units from approximately 137 units to approximately 198 units at the Libertad Apartments development located at or near 900 Gardner Road, Austin, Texas. District(s) Affected: District 3.

Resolution No. 20221013-AHFC002 was approved on consent on Director Pool’s motion, Director Fuentes’ second on a 10-1 vote. Director Kelly voted nay.

AHFC3. Approve a resolution authorizing the formation of AHFC Ryan Drive Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving the form of its Certificate of Formation and By-Laws; appointing its Board of Directors and President; and authorizing AHFC Ryan Drive Non-Profit Corporation to act as general partner, or managing member, of the entity that will own the approximately 247-unit multifamily rental development located at 6909 Ryan Drive, Austin, Texas. District(s) Affected: District 7.

Resolution No. 20221013-AHFC003 was approved on consent on Director Pool’s motion, Director Fuentes’ second on a 10-1 vote. Director Kelly voted nay.

AHFC4. Set a public hearing related to the issuance by the Austin Housing Finance Corporation of up to $25,000,000 of multi-family housing revenue bonds to Creekside Senior Housing Limited Partnership, or an affiliated entity, to finance a multi-family development to be known as the

Arbors at Creekside, located at or near 1026 Clayton Lane, Austin, Texas 78723, within the City of Austin. (Suggested date: Thursday, October 27, 2022, Austin City Hall, 301 W. 2nd Street, Austin, Texas 78701). District(s) Affected: District 1.

The public hearing was set for Thursday, October 27, 2022, Austin City Hall, 301 W. 2nd Street, Austin, Texas 78701 on consent on Director Pool’s motion, Director Fuentes’ second on a 10-1 vote. Director Kelly voted nay.

Set a public hearing related to the issuance by the Austin Housing Finance Corporation of up to $9,000,000 of multi-family housing revenue bonds to Live Make Housing Partners LP, or an affiliated entity, to finance a multi-family development to be known as Live Make Apartments, located at or near 1127 Tillery Street, Austin, Texas 78702, within the City of Austin. (Suggested date: Thursday, October 27, 2022, Austin City Hall, 301 W. 2nd Street, Austin, Texas 78701). District(s) Affected: District 3.
