City of Austin Housing and Planning Committee met Oct. 5.

CALL TO ORDER

The Council Housing and Planning Committee convened in a regular meeting on Tuesday, October 5, 2021 via a hybrid meeting (videoconference and in person).

Chair Casar called the Committee meeting to order at 3:07 p.m.

Citizen Communication

None.

Approval of Minutes

1. Approve the minutes of the June 15, 2021 meeting of the Housing and Planning Committee.

The minutes were approved on the 5th day of October 2021 on Council Member Ellis’ motion to approve and Vice Chair Renteria’s second on a 5-0 vote.

Briefing

2. Briefing on regulations for accessory apartments, houses, and dwellings.

Brent Lloyd, Development Officer, Development Services Department, provided a presentation on regulations for accessory apartments, houses, and dwellings. Brent, along with Susan Barr, Lead Zoning Reviewer-Residential, Development Services Department, answered questions from Council Members.

Two panelists that provide these types of dwelling units in our community joined the meeting, and shared their testimony as well as answered questions from council members:

• Marla Torrado, Acting Executive Director, and Thomas Medina, Design Executive, Community Powered Workshop (non-profit)

• Erik Preston, Executive, Villa Homes (affordable prefabricated ADU’s)

5. Identify items to discuss at future meetings.

• Plugin Houses https://www.paopluginhouse.com/our-vision – request by Mayor ProTem Harper-Madison

• Property acquisition along rail lines – request by CM Kitchen.

Chair Casar adjourned the meeting at 4:50 p.m. without objection.
