Call to Order

Council Member Alter called the committee meeting to order at 9:33 a.m.

Approval of Minutes

1. Approve the minutes of the Climate, Water, Environment, and Parks Committee meeting of October 22, 2025.

The minutes of the October 22,2025, meetings were approved on Council Member Ellis’ motion, and Council Member Siegel’s second with no objection, on a 4-0 vote.

Discussion and Possible Action

2. Discussion and possible action on the Climate, Water, Environment, and Parks Committee meeting schedule for calendar year 2026.

The meeting Schedule of the 2026 calendar year was approved with the November 25th meeting date being changed to November 10th on Council Member Duchen’s motion, and Council Member Ellis’ second with no objection, on a 4-0 vote.

3. Briefing on Solar on City Facilities, staff response to Resolution No. 20250522-052. The Committee received a briefing from Zach Baumer, Director of Austin Climate Action and Resilience, Rohan Lilauwala, Climate Project Manager of Austin Climate Action and Resilience, Kit Johnson, City Architect of Austin Facilities Management, and Tim Harvey, Director of Customer Renewable Solutions of Austin Energy.

4. Briefing on the Scope and Purpose of Gas Franchise Agreements.

The Committee received a briefing from Marija Norton, Controller of Austin Financial Services, Thomas Brocato and Roslyn Warner of Lloyd Gosselink Rochelle & Townsend, P.C.

Briefing by Memorandum

5. Austin Watershed Protection Potential 2026 Bond Projects memo dated November 21, 2025.

The Committee received a Briefing by Memorandum from Jorge Morales, Director of Austin Watershed Protection.

Future Items

4. Identify items to discuss at future meetings.

Council Member Alter adjourned the committee meeting at 11:12 a.m.
