City of Austin City Council met July 31.

The following represents the actions taken by the Austin City Council in the order they occurred during the meeting. While the minutes are not in sequential order, all agenda items were discussed. The City Council of Austin, Texas, convened in a regular meeting on Thursday, July 31, 2025, at Austin City Hall, 301 W. 2nd Street, Austin, TX and via videoconference.

Mayor Watson called the Council Meeting to order at 9:00 a.m.

BUDGET AND ORGANIZATIONAL EXCELLENCE

1. Presentation and discussion of the City Manager’s Fiscal Year 2025-2026 Proposed Budget.

The presentation was made by Erik Nelson, Deputy Director, Office of Budget and Organizational Excellence.

2. Approve a resolution adopting a maximum proposed property (ad valorem) tax rate that will include an increase for the operations and maintenance of the City for Fiscal Year 2025-2026; and setting a public hearing to receive and consider public comment on the Fiscal Year 2025-2026 property (ad valorem) tax rate (Suggested date, time, and location: August 13,2025, at 10:00 a.m., Austin City Hall, 301 West Second Street. Austin. Texas). Funding: This is not the final action to set the Fiscal Year 2025-2026 tax rate.

Resolution No. 20250731-002 setting the proposed maximum property tax rate that Council will consider for Fiscal Year 2025-2026 at $0.604017 per $100 valuation, including an increase of 23.7 percent for operations and maintenance for the City, and setting the public hearing for Council to receive and consider public comment on the Fiscal Year 2025-2026 property tax rate at 10:00 a.m. on August 13,2025, in the City Council Chambers at Austin City Hall, 301 West Second Street, Austin, Texas was approved on Council Member Vela’s motion, Council Member Harper Madison’s second on an 11-0 vote.

Mayor Watson recessed the Council Meeting at 11:21 a.m.

Mayor Watson reconvened the Council Meeting at 3:00 p.m.

BUDGET COUNCIL MINUTES THURSDAY, JULY 31, 2025

PUBLIC HEARINGS AND POSSIBLE ACTIONS

3. Conduct a public hearing on the proposed City of Austin Budget for Fiscal Year 2025-2026 beginning on October 1,2025, and ending on September 30,2026.

The public hearing was conducted and motion to close the public hearing and postpone the vote on the adoption of the Fiscal Year 2025-2026 Budget to August 13, 2025, was approved on Council Member Alter’s motion, Council Member Velasquez’s second on an 11-0 vote.

Mayor Watson adjourned the meeting at 5:56 p.m. without objection.

The minutes were approved on this the 28th day of August 2025 on Mayor Pro Tem Fuentes’ motion, Council Member Siegel’§ second on a 10-0 vote. Council Member Qadri was absent.
