The City Council of Austin, Texas convened in a Work Session Meeting via Videoconference. Council Member Renteria was off the dais.

Mayor Adler called the Council Meeting to order at 9:07 a.m.

COUNCIL DISCUSSION

Dl. Discussion about the fiscal year 2021-2022 proposed budget and tax rate. Presentation was given by Interim Budget Officer, Kerri Lang.

Mayor Adler recessed the Council Meeting to go into Executive Session at 9:57 a.m.

EXECITTIVE SESSION

The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.

Discuss real estate and legal matters related to the purchase, exchange, lease or value of an interest in real property and improvements related to the motel conversion strategy to provide services, shelter, and or housing (Real property -Section 551.072 of the Government Code and Private consultation with legal counsel -Section 551.071 of the Government Code).

D3. Discussion on the Meadows Mental Health Policy Institute’s Interim Report regarding the mental health diversion initiative.

Presentation was given by Rey Arellano, Assistant City Manager; BJ Wagner, Senior Fellow of Justice System Policy, Meadows Mental Health Policy Institute; Andy Hofmeister, El IS Assistant Chief; Assistant Chief Richard Guajardo, Austin Police Department and Lieutenant Kenneth Murphy, Austin Police Department; Dawn Handley, Chief Operations Officer, Integral Care.

Direction was given to Staff to have the curriculum implementation schedule completed by the end of September.

D2. Briefing and discussion on issues related to homelessness.

Presentation was given by Dianna Grey, Chief Homeless Strategy Officer.

D4. Discussion on Covid-19 related matters.

26. Authorize negotiation and execution of an exclusive negotiation agreement with Greystar Development Central, LLC, for terms governing a master developer contract for the redevelopment of 7211 N IH 35 (the former Home Depot) and 7309 N IH 35 (the former Chrysler Dealership), known as the St. John Site. Districts) Affected: District 4. Strategic Outcome(s) Economic Opportunity and Affordability; Government that Works for All.

Mayor Adler adjourned the meeting at 5:34 p.m. without objection.

The minutes were approved on this the 26th day of August 2021 on Council Member Pool’s motion, Council Member Tovo’s second on a 10-0 vote. Mayor Pro Tem Harper-Madison was off the Dias.
