WORK SESSION MINUTES

The City Council of Austin, Texas convened in a Work Session Meeting on Tuesday, December 9, 2025, at 301 W. 2nd Street, Austin, TX and Council Member Harper Madison appeared via videoconference. Council Member Veldsquez was absent.

Mayor Watson called the Council Meeting to order at 9:00 a.m.

Bl. Briefing regarding the development assessment for a proposed planned unit development (PUD) located at 1100 West Cesar Chavez Street, 206 1/2 and 220 1/2 North Lamar Boulevard -within the Lady Bird Lake Watershed -Urban Watershed [Joi Harden, Zoning Officer -Planning Department].

Presentation was made by Joi Harden, Zoning Officer, Austin Planning.

B2. Office of Police Oversight Annual Report [Gail McCant, Director -Office of Police Oversight].

Presentation was made by Gail McCant, Director, Austin Police Oversight; Sarah Peralta, Program Manager, Austin Police Oversight; Crystal Kimbrough Policy Compliance Consultant; Kevin Masters, Deputy Director, Austin Police Oversight.

Mayor Watson recessed the meeting to go into Executive Session at 10:54 a.m.

E. EXECUTIVE SESSION

The City Council went into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel, to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda and to receive advice from Legal Counsel regarding any other item on this agenda.

Executive Session ended and Mayor Watson adjourned the meeting at 12:24 p.m.

The minutes were approved on this the 22nd day of January 2026 on Council Member Harper-Madison’s motion, Council Member Siegel’s second on an 11-0 vote.
