City of Austin City Council met Aug. 24.

The City Council of Austin, Texas convened in a Work Session Meeting at City Hall.

Mayor Adler called the Council Meeting to order at 10:52 a.m.

COUNCIL DISCUSSION

Dl. Cultural Arts Funding.

The presentation was given by Sylnovia Holt-Rabb, Director; Meghan Wells, Cultural Arts Director; Laura Odegaard, Cultural Arts Investment Manager.

Direction was given to staff to issue a memo to Mayor and Council on data of how the ARPA funds will transition to organizations.

Direction was given to staff to provide information on what is the relative weight that is given to the two criteria that the diversity of the boards and the leadership, versus the criteria of the diversity and reach of the community; Which organizations and at what level are ARPA funds going to? Provide information to council of how different art organizations are succeeding, prospering, and expanding their reach so that the funding that is given through the contracts to the community groups is a reflection of their success and their draw in the community and their relative prospering.

Direction was given to staff to provide the various final reports that are submitted every year, and the names of the organizations that are in the data.

Direction was given to staff to hold off on the transition of the program and create an implementation process to present to council at a policy level.

Direction was given to staff to provide information on what the goal is and how it will be measured as the transition occurs. How are successes going to be measured, and what is the goal for equity?

Direction was given to staff to provide information on how criteria that is being recommended move forward for equity purposes considers longevity and sustainability in the criteria and how it considers other populations

Direction was given to staff to provide a copy of the feedback that was submitted as part of the community engagement process

Direction was given to staff to provide the data on venues or any of the other large ARPA or Cares Act programs that occurred that are supporting venues where the city might not have that information.

Mayor Adler recessed12:32 pm the meeting.

Mayor Pro Tem Harper-Madison reconvened the meeting at 1:39 p.m.

The presentation was made by Andre de la Reza, Assistant Chief, Austin Fire Department, Carrie Stewart, Division Chief, Austin Fire Department, Justice Jones, Wildfire 1Iitigation Officer, and Kregg Phillips, Captain, Austin Fire Department.

C. COUNCIL ITEMS OF INTEREST

D2. Presentation of the Winter Storm Uri Task Force Findings.

The presentation was made by Rey Arellano, Assistant City Manager, Sereta Davis, Chair of the Winter Storm ITRI Taskforce, Rebecca Austen, Vice Chair of the Winter Storm ITRI Taskforce, and Jeffrey Clemmons, member, Manuel Jimenez, member.

Direction was given to staff to plan discussions on how to streamline the current communication policies and invest in a single emergency response system.

Direction was given to staff to archive the Winter Storm ITRI Task Force

meetings, minutes, testimony, documents, and images to the public portal and the Austin History Center.

Mayor Adler adjourned the meeting at 4: 12 p.m. without objection.

The minutes were approved on this the 30th day of September 2021 on Council Member Kitchen’s motion, Council Member Ellis’ second on a 11-0 vote.
