Call to Order

Chair Watson called the committee meeting to order at 1:31 p.m.

Public Communication: General

There were 2 speakers.

Approval of Minutes

1. Approve the minutes of the Audit and Finance Committee meeting of February 19, 2025 and Special Called meeting of March 4, 2025.

Audit and Finance Committee meetings were approved on Council Member Fuentes’ motion, and Council Member Vela’s second with no objections, on a 5-0 vote.

Briefings

2. Audit of water main maintenance and repair.

The Committee received a briefing from Sam Socolow, Office of the City Auditor.

3. Audit of extreme heat preparedness.

The Committee received a briefing from Kendall Byers, Office of the City Auditor; and Zach Baumer, Office of Climate Action and Resilience.

4. Update regarding bills related to finance from the Texas 89th legislative session

The Committee received a briefing from Carrie Rogers, Intergovernmental Relations Office.

5. Discussion regarding creating a policy setting the framework for property tax rate elections municipal services.

The Committee received a briefing from Kerri Lang, Office of Budget and Organizational Excellence.

6. Update regarding bond programs and financing.

The Committee received a briefing from Kimberly Olivares, Financial Services Department.

Future Items

7. Identify items to discuss at future meetings.

The following may be discussed: tax rate elections (tre), annual financial audit report from Deloitte, I-35 capping, APD Recruiting and Hiring audit, and Discrimination, Harassment and Retaliation audit.

Chair Watson adjourned the meeting at 3:39 p.m.
