City invites public comments on draft FY25-FY29 consolidated plan

The Housing Department has released the Draft FY 2025-29 Consolidated Plan, detailing plans for spending approximately $13.7 million in annual grant funding over the next five years from the U.S. Department of Housing & Urban Development (HUD). This plan focuses on community priorities in housing, community development, and economic development activities. The public is invited to review and comment on the draft from July 9, 2024, to July 15, 2024, via the Speak Up Austin website, email, mail, or phone. The City of Austin intends to submit the plan to HUD by August 16, 2024.

In addition to the Consolidated Plan, the Housing Department is updating its Citizen Participation Plan (CPP), which outlines efforts to encourage community involvement in developing federal reports. The CPP aims particularly at supporting low- and moderate-income residents’ participation. It is important to note that HUD’s term “citizen participation” does not limit engagement based on legal status or country of origin. Any person residing in the Austin metro area is encouraged to provide input.

The City of Austin announces a final 7-day public comment period for feedback on both plans.

The Draft FY 2025-29 Consolidated Plan describes community needs and priorities funded through four HUD grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). Community feedback was integral during its development through public hearings before the Community Development Commission on March 12, 2024, and the Austin City Council on March 7, 2024. Input was also gathered from various commissions and organizations via Speak Up Austin’s page.

The revised CPP includes proposed changes to improve community engagement practices by the Housing Department.

Public Review
The public can review both plans from July 9 through July 15 at www.SpeakUpAustin.org/MyCommunityNeeds or at designated community locations.
