Austin Police Department (APD) is investigating an officer-involved shooting that took place early Sunday, October 12, 2025, in the 9200 block of Parkfield Drive. The incident occurred at approximately 12:38 a.m.

According to APD, Officer James McKinney, who has been with the department for 1 year and 5 months, observed a suspect firing a gun from the passenger side of a moving vehicle near Northgate Boulevard and Rundberg Lane. Officer McKinney reported the incident to police dispatch and followed the vehicle. Additional officers responded to the scene and searched for possible victims, but none were found. Ballistic evidence was recovered at the location.

Officer McKinney continued following the suspect vehicle to Parkfield Drive. When the vehicle stopped at a stop sign, he exited his patrol car, identified himself as police, and gave commands for the vehicle to stop as it turned onto Quail Park Drive. At this time, his patrol car’s lights and siren were not activated. As the vehicle continued, Officer McKinney fired two shots at it.

The vehicle was later found parked in the 1200 block of Quailfield Circle. Inside, a 16-year-old male in the front passenger seat had suffered a gunshot wound to the neck. Officers secured the scene and provided medical aid before the juvenile was transported to a local hospital, where he is receiving treatment. Charges are pending.

Four suspects fled from the vehicle on foot, with three later apprehended. Jose Aguirre-Guevara, 23, was charged with evading in a motor vehicle, a third-degree felony. Doriah Joseph Almendares Santos, 17, and a 14-year-old male were each charged with evading on foot, a Class A misdemeanor. One suspect remains at large.

APD stated, “APD understands the importance of building trust within our community and will continue working diligently to develop a strong and trusting relationship. As per our policy, we share information about a critical incident in a timely manner. APD is working with Austin Police Oversight (APO) and the City of Austin to release this information today. The news release includes links to the relevant audio and video from the ongoing investigation. The Travis-County District Attorney’s Office and APO have reviewed the audio and video materials identified for public release. The details provided today are preliminary, as we are very early in the investigation.”

Officer McKinney has been placed on administrative leave in accordance with department protocol. APD is conducting both a criminal investigation with the Travis County District Attorney’s Office and an administrative investigation with oversight from Austin Police Oversight.

“Transparency and accountability are key elements needed to serve and build relationships within the Austin community. Below is the chain of events related to this critical incident that will help you understand what took place. The details provided are preliminary, as we are very early in the investigation,” APD said.

The incident was recorded on Officer McKinney’s body-worn camera and in-car dash camera. In line with state law and to protect the integrity of the investigation, some materials have been redacted.

The released materials include police radio traffic audio, body-worn camera video, dash camera video, and a map showing the shooting location. These materials are available on the department’s YouTube and social media platforms.
