The Austin Police Department (APD) continues its investigation into the officer-involved shooting that took place on Saturday, April 27, 2024. The APD is committed to maintaining transparency and accountability within the community, sharing information about critical incidents within ten business days of their occurrence. As part of this commitment, the department is collaborating with the Office of Police Oversight and the City of Austin to release pertinent details about this incident.

Officers Adam Reinhart and Kai Finch, who discharged their Department-approved firearms during the incident, have been placed on administrative leave as per APD protocol. Both officers’ service records were disclosed: Officer Reinhart has served for four years and three months, while Officer Finch has served for one year and five months.

Although not directly involved in the incident, Officer Peter Miller’s body-worn camera footage is being released to provide further context regarding the sequence of events.

On April 27, at approximately 12:14 a.m., Austin’s emergency hotline received a call reporting an armed individual at the Summer Grove apartment complex. Subsequent callers reported hearing gunshots and seeing several individuals held at gunpoint by an armed suspect. Upon arrival at the scene around 12:22 a.m., officers began searching for any injured persons and disturbances.

By approximately 12:33 a.m., officers had made contact with several individuals in front of an apartment building. They identified themselves and gave commands in both English and Spanish. Two minutes later, Thomas Dray Price emerged from a building breezeway holding a firearm. Despite repeated commands from Officers Reinhart and Finch to drop his weapon, Mr. Price raised his firearm towards them. In response, both officers discharged their weapons, striking Mr. Price.

Officers administered first aid to Mr. Price until medical services arrived on scene. He was later transported to a local hospital where he was pronounced deceased at 1:39 a.m.

While there are currently no charges pending, the case remains under active investigation. The incident was captured on multiple officers’ body-worn cameras, which provide valuable insights into the sequence of events. However, to comply with state law and maintain the integrity of the investigation, certain parts of the footage have been redacted.
