City leaders, Austin Resource Recovery (ARR) leadership, and contracting partners gathered on September 23 to break ground on the new Northeast Service Center (NESC) at 8301 Johnny Morris Road. The project is expected to be completed in 2027 and aims to enhance waste management operations while promoting environmental sustainability.
The NESC will complement existing ARR facilities in the south by streamlining administration and operations. It will also offer amenities such as public art installations and civic meeting spaces for nearby neighborhoods. The design of the site incorporates sustainable building practices, including energy efficiency, supplemental solar power, and water conservation methods that utilize rainwater and condensate for irrigation.
A unique aspect of the project is its “building deconstruction” approach. This method involves planning for the eventual deconstruction of the facility, focusing on material choices that prevent waste from ending up in landfills. This approach supports a circular economy by conserving natural resources.
“There is a lot to be proud of today,” said ARR Director Richard McHale. “Construction of the Northeast Service Center is a step forward in an ongoing process to preserve Austin’s ecosystem and ensure that we are well-prepared for the future growth of our resilient community.”
